Sanitary dead corners and corners are the pain points of human settlements governance, but they have become the highlights in the "micro-transformation" of various communities. Nowadays, Yinzhou District of Ningbo City has quietly planted more than 40 "shared gardens", which not only polished the "foundation" of urban civilization, but also became a distribution center for the practice of mass civilization and stimulated the new kinetic energy of social grassroots governance.

Solve the problem of sanitary dead angle

"Dirty land" turned into "small garden"

The tall bougainvillea falls with rose petals, clusters of blue hydrangeas bloom in the sun, and the arched doors decorated with vines and roses seem to enter the fairy tale world … Chenpodu Community in Shounan Street is a resettlement community, which has been built for 18 years. When you walk into the community, you can see a well-dressed "shared garden" from time to time, which is a scene step by step.

No one can imagine that these "shared gardens" used to be public green spaces with piles of sundries.

Three years ago, this public green space was a dirty and messy sanitary corner, but it was always difficult to be cleaned up repeatedly. In 2018, Chenpodu Community began to build a "shared garden", and Yang Weirong, a resident who loves flowers and plants, took the lead in "land reclamation" and moved the flowers and plants in his home downstairs. Soon, more and more residents joined the "gardener" team. Today, there are nine "shared gardens" in Chenpodu Community, with a total area of over 1,400 square meters.

Zhousu Yunting Community in the eastern suburb street is also a resettlement community, and there are uncivilized situations such as destroying green vegetables and putting idle flower pots in the corridor to affect the fire escape. With the care of more than 10 enthusiastic residents, these places have become "shared bonsai gardens". Resident Wo Aimei moved her family’s flowers, such as Chlorophytum, Eupatorium odoratum and Capsicum annuum, to the "shared garden". Driven by her, residents Lu Qiuxian sent Dan Dinghong and Yan Chenbo cactus, and more and more residents put their idle green plants in the "shared garden".

Not long ago, the 42nd "shared garden" was planted in Chunxiao Community in the south of Panhuo Street. The lawn soil in this old community is exposed because of neglect of maintenance and illegal parking of vehicles. After renovation, arches, rockeries, bonsai, vibrant bushes and colorful Gesanghua have become the punching points for residents.

"Shared Gardens" are blooming everywhere in Yinzhou. Combined with the history and culture of streets and lanes and the architectural style of residential quarters, all street communities have promoted micro-transformation of barren and dirty public spaces with micro-creativity, and built a "shared garden" with blooming flowers, pleasant scenery and rich culture, and completed "beautiful transformation".

Public space co-construction and sharing

Onlookers become "enthusiastic people"

"I didn’t expect that after the’ micro-transformation’, the enthusiasm of residents to participate in the management of the’ shared garden’ was higher." Sun Danling, secretary of the Party Committee of Bicheng Community in Fuming Street, said that from the residents of the community, a group of residents who love to grow flowers and plants were selected as volunteers. Through cooperation with universities, the usual sanitary corners were lit and beautified with green ideas, and the residents themselves were mobilized as supervisors.

"The plants that the big guys put together, after being designed by a professional team, have a three-dimensional sense and layering." Ye Mingzhong, a resident of Bishui Hecheng Community, is the representative of the "Green Housekeeper" volunteer team in the community. He drives other volunteers to take care of the flowers and trees at No.4 point in front of the house, watering, loosening the soil and pulling up the grass … Looking at the "shared garden" in front of him, it is getting more and more beautiful, and everyone enjoys it.

In order to maintain the "shared garden" at home, resident volunteers have also made a "maintenance convention": they can only rest and chat next to the "shared garden" and are not allowed to play chess and cards; Chatting time should not exceed 8:30 pm, so as not to disturb the people; Everyone must take turns to take care of the flowers every day … Next, the function of "shared garden" in Bishui and the urban community will be continuously expanded. For example, a pavilion is being built next to the point along the river in the west. After completion, residents can read books, newspapers and do manual work in the pavilion to shelter from the wind and rain.

In the Ivy Community of Minglou Street, the planting tools, garden seeds, fertilizers, etc. needed to transform the "shared garden" are raised by the residents in the corridor. After raising enough funds, the residents worked together to eradicate weeds, pave garden paths with stones, plant flowers and plants, and put up protective fences … In order to better maintain the "shared garden", the community discussed and elected the location of the "shared garden" and made a weekly duty watch to be responsible for daily watering and fertilization.

Siming Middle School, a member of the Party Building Alliance of Taikoo Cheng Community Joint Education in Dongliu Street, built and maintained a "shared garden", and the "semi-wild" balcony was transformed into a "happy farm". The fruits such as figs, lemon trees and blueberry fruit trees were shared with residents, making the surrounding residents feel different urban pastoral life.

The implementation of sharing and claiming is another attempt by the community to promote residents’ autonomy and self-management. In Yinzhou, the "shared garden" not only brought together residents, but also mobilized the enthusiastic participation of community talents, cultural and creative teams, teachers and students of colleges and universities, and units under their jurisdiction to realize co-construction and sharing in a wider scope.

"Shared Garden" has become a practice place for neighborhood communication.

"Small Garden" Derives "Big Function"

"There are many gardens and flowers in the community. How about making use of them and doing dried flowers and creativity?" "No, no, I can’t bear to pick flowers." "This is the Garden Chamber, and another garden can also be a garden study and a garden chess hall, and nine gardens are connected in a line!" ….. So many gardens, how to explore the functions other than enhancing the value of the community? A residents’ Council opened in the "Shared Garden" in Chenpodu Community.

Zhang Huiling, secretary of the General Party Branch of Chenpodu Community, said that since the "Shared Garden" was set with stone benches and chairs and became a "Garden Chamber" for residents to have a rest and enjoy the cool, it has become a platform for community residents to discuss and discuss, which has mobilized the enthusiasm of residents to participate in community governance.

It is understood that garbage sorting, exterior wall painting, setting up fitness spots, etc. in the community, all kinds of more than 20 major and minor matters related to residents’ lives are discussed in the "shared garden".

The "shared garden" is set on the lawn next to 10 buildings, which is a special area opened up by the community. Zhou Lei, secretary of the Party branch on the bank of the Yangjiang River in Xiaying Street, said: "The community residents are gathered together through flowers and plants. On the one hand, we exchange experiences in flower cultivation and promote neighborhood feelings; Secondly, we can listen to residents’ opinions and demands on community governance, resolve the ideological’ bumps’ in the hearts of the masses, improve community services, and let residents fully participate in community construction. "

The "shared garden" in the Golden Waterfront Community of Zhonggongmiao Street has become a venue for practical classes. Sun Lijun, a community expert, took the community owners to a gardening class in the "Shared Garden". Under the guidance of Sun Lijun, the skillful housewives use the height difference of different plants to create a three-dimensional sense of height.

At present, the "shared garden" has expanded its position function, resulting in "practice class", "chat round table" and "garden conference hall", which has become a platform for residents in the community to discuss and discuss. Some problems in the community have been solved in the beautiful scenery of the garden, which has injected new kinetic energy into grassroots social governance.

Tokyo, Heilongjiang: Northeast Tiger Swallows Half a Horse (Photo)

Original title: "Spring in the Snow" Northeast Tiger Appears in Tokyo City Forest Area

Northeast Network December 31 (Sun Dahai reporter Sun Xiaorui) On the 30 th, the reporter learned from the Tokyo Forestry Bureau of Heilongjiang Province that a case of a wild animal killing a horse occurred in the bureau, which was confirmed by the authoritative department to be the work of a wild Siberian tiger.

On the morning of December 30, the Senbao Brigade of the Public Security Bureau of Tokyo City Forestry District received an alarm from Xu Fengchun, a horse breeder at a management station in Er Station: a four-year-old mare was killed by an unknown wild animal, and it was suspected that it was the Northeast Tiger.

After receiving the police, the personnel of Senbao and Resources Department immediately rushed to the scene for investigation. Xu Fengchun’s horse pen is located in Lin Ban, No.51 Management Station, Er Station, far away from residential areas. In addition to regular feeding, more than 20 horses are raised to go up the mountain for food on weekdays.

According to Xu Fengchun, since November, I have found several large cat paw prints in many places around the stable, which are suspected to be the footprints of tigers. To this end, he also consulted the old people who had hunted around him. Everyone said that they had never seen a tiger before. On the evening of the 29th, he found that one of his horses was suddenly missing. At 10 o’clock the next morning, when looking for a horse on the hill southeast of the stable, I found the lost mare’s body lying in a dirt depression. The mare’s two hind legs are gone, weighing more than 100 kilograms.

After field investigation, it was found that the paw print length and width of this foreign "horse attacker" were about 12-15 cm. Investigators found some body hair and urine of "horse attackers" in the bushes near the mare’s body. Professor Jiang Guangshun from the Cat Center of the State Forestry Administration identified the image and initially confirmed that it was a wild Siberian tiger.

Since the implementation of the "Natural Forest Protection Project", the forest resources of Tokyo Forestry Bureau have been restored, and the number of animals such as black bears, deer, roe deer and wild boar has increased year by year. However, it is the first time that there is obvious evidence that the wild Siberian tiger preys. At present, local authorities are studying and formulating preliminary measures to ensure the safety of tigers and local residents.

"Nezha emoticon pack" moon cakes sell well for young people: it is most important to look good.

Moon cakes printed with "Nezha Expression Pack" each cost more than 50 yuan; The moon cakes produced by Taobao in the Forbidden City are most praised for their creative "packaging boxes". In this year’s moon cake market, creative cultural moon cakes are highly respected, and young people pay more attention to traffic and "face value" when choosing moon cakes.

Moon cakes should also be rubbed hot.

Consumers are willing to pay for traffic.

The highly acclaimed film Nezha has heated up the "Nezha School" in the moon cake market. In a food flagship store in Taobao, the Yangzi Evening News reporter found a "Nezha Moon Cake", which was well received. In fact, there were only three milky yellow moon cakes engraved with Nezha’s emoticons, plus a bottle of spicy lobster sauce. In the movie, Nezha’s invitation to Ao Bing’s birthday party turned into a Mid-Autumn Festival invitation in the gift box, and the shuttlecock symbolizing their friendship was also in the gift box. The price of this Mid-Autumn Festival gift box on Tmall is 168 yuan, and the purchase price after receiving the coupon is 158 yuan. On the back of the Mid-Autumn Festival gift box, it is indicated that "shuttlecock, invitation and spicy lobster sauce are all gifts and will not be sold separately", that is, three moon cakes engraved with Nezha’s emoticons and the packaging box need about 160 yuan.

The customer service told the reporter that "Nezha’s Magic Boy officially authorized the Mid-Autumn Festival Gift Box of Nezha Expression Pack" is the first official cooperation fund, which is only available online for the time being, and these gift boxes will be removed after they are sold out. The reporter observed that the production date of this batch of moon cakes is from August 1 ST to August 10 th, and the shelf life is 80 days. At present, it is the flagship product of this flagship store, and it has been on the shelves for more than ten days. Up to yesterday, 473 people have paid for it.

In the evaluation column, the reporter noticed that consumers are all fans of Nezha. Although many consumers pointed out such problems as "the design of the gift box is not very wise", "the invitation is made of paper" and "the expression printed on the moon cake is not very pure", most of them expressed their willingness to recharge the money for Yi Er.

Looking good is the most important thing.

Take care of packaging to win the hearts of young people

"I buy moon cakes mainly to collect their packaging boxes." Ms. Liu, who just worked, waits for the moon cakes in the Forbidden City Taobao shop to be "new" every year. This year, their store launched a black-skinned Chinese high-grade mooncake gift box in the Forbidden City with the theme of "Qiu Guang is full of poems". The skin of this moon cake is all black, and the stuffing inside is white lotus egg yolk, brown rice matcha, Shanghai milk yellow and red wine cranberry. Together with the black skin, the traditional five-color concept of "green, red, mysterious, yellow and white" is formed. The moon cake is also carved with flower-and-bird paintings, bamboo interesting paintings and landscape paintings, and the packaging picture is taken from "Qiu Jiang Waiting for Crossing". In this regard, many consumers call "no culture, they are embarrassed to eat."

This mooncake is 8 in a box, and the price of Tmall is 216 yuan. The reporter found from the online evaluation that most consumers’ praise for the packaging is far greater than the evaluation of the moon cake itself, and even many consumers said that just buying a box is worth it. Some netizens also reported that the taste of moon cakes in the Forbidden City is really average.

The reporter noticed that young people are mostly "face value control", and buying moon cakes is mostly for "face value". A "paper shadow flower viewing" lantern moon cake gift box, the mobile phone or LED light is placed in the box, and the gift box is lantern-shaped. According to the details of the goods in its shop, the design of the gift box combines the traditional paper carving art and Sichuan shadow play, citing the folk allusions of Li Bai’s invitation to the moon and Yue Bai, The Story Of Diu Sim. In addition to the general taste, this moon cake also has meat flavors such as "abalone with fresh sauce, spicy duck with Sichuan flavor, and beef with rattan pepper". Although it is currently in the pre-sale stage, it has gained many loyal fans, and many post-90 s customers think that this moon cake is not only beautiful but also practical, so it can be placed as an ornament at home.

In the era of traffic, in order to win the favor of young consumers, creative IP and cultural IP are becoming more and more important, and merchants are also trying their best to enlarge their skills, especially those who are "half-way monks" and "temporary monks". However, while rubbing heat and repackaging, merchants should ensure the quality and taste of moon cakes, so as to win a good reputation and achieve a win-win situation.

The surge in online shopping has caused a lot of problems. Please collect this rights protection guide.

Year-end Promotion and New Year Festival … … Every year before the Spring Festival, it is the peak of online shopping for Chinese people. Consumers buy tight goods at low prices, and businesses "cheat" not to deliver goods. How to solve this problem? Imported food has no Chinese label, is it safe food according to the relevant laws of our country? After the electronic product is activated, what should the merchant do if he refuses to return it for seven days without reason? Please keep this online shopping rights protection guide.

  Case 1

After placing an order, the merchant fails to deliver the goods according to the promised time. Can consumers claim compensation?

Xiao Lu bought a pair of running shoes in an online shop and spent 854 yuan. At the time of purchase, the seller in the product page advertised that "the order will be delivered on the same day before 16: 00! Support identification! " After placing the order, Xiao Lu waited for two weeks, but the logistics information of this transaction still didn’t move. During the period, Xiao Lu urged the customer service of the store many times and was blocked by the other party for various reasons. Xiao Lu asked the customer service whether the shoes were out of stock. The other party said that the system was broken recently and could not check the inventory, and told Xiao Lu: Please apply for a refund if you don’t deliver the goods within one week. Xiao Lu was very angry. When she bought it, the store claimed that the goods were in stock. According to the spot delivery rules of the shopping website, the goods should be delivered within 72 hours. Now the store has overdue delivery without any compensation measures. Xiao Lu believed that the seller violated the Consumer Protection Law, which constituted fraud, so he sued the owner Xiao Hu to the court, demanding that the defendant deliver the goods according to the contract, and compensated the plaintiff for 2,562 yuan, which was three times the purchase amount.

During the trial, Xiao Hu admitted that the goods were out of stock when the plaintiff bought them. At that time, the store staff did not modify the product page in time, which led to a major misunderstanding between the two sides, and his behavior should not constitute fraud.

After trial, the court held that Xiao Lu purchased the goods involved in the online shop operated by Xiao Hu, and the two parties established an online shopping contract relationship. The store promised in the product page that "the order will be delivered on the same day before 16: 00! Support identification! " After Xiao Lu placed an order and paid the corresponding payment, Xiao Hu failed to fulfill the delivery obligation according to the time agreed in the contract, which constituted a breach of contract. And marked "delivery on the same day before 16: 00! Support identification! " The word "Xiao Lu" is enough to attract consumers’ attention and willingness to buy. After Xiao Lu placed the order, Xiao Hu and the store customer service not only failed to actively communicate and explain the shortage situation, but covered up the fact of shortage for other reasons. Xiao Hu deliberately made up the inventory, and his behavior constituted fraud. Therefore, Xiao Lu asked Xiao Hu to bear the claim of three times the compensation price, and the court supported it. The court finally ruled that Xiao Hu fulfilled the delivery obligation to Xiao Lu; Pay compensation of 2562 yuan to Xiao Lu. After the verdict was pronounced, neither party appealed, and the case has now come into effect.

  [Judge’s statement]

According to Article 577 of the Civil Code, if a party fails to perform its contractual obligations or fails to perform the contractual obligations in conformity with the agreement, it shall be liable for breach of contract such as continuing to perform, taking remedial measures or compensating for losses. In this case, Xiao Hu’s failure to perform the delivery obligation constitutes a breach of contract, and Xiao Lu has the right to ask him to bear the responsibility of continuing to perform. According to Article 55 of the Law on the Protection of Consumers’ Rights and Interests, if a business operator commits fraud in providing goods or services, it shall increase the compensation for the losses it has suffered according to the requirements of consumers, and the amount of the increase in compensation shall be three times the price of the goods purchased by consumers or the cost of receiving services. If the amount of the increase in compensation is less than that of 500 yuan, it shall be 500 yuan. In this case, Xiao Hu informed the consumer that the goods involved could be delivered on the same day, which made Xiao Lu make the wrong intention to buy the goods. There was fraud, and Xiao Lu had the right to claim compensation of three times the purchase price.

When buying goods on the online shopping platform, if the merchant fails to fulfill the delivery obligation according to the agreed time, it is a breach of contract, and consumers can ask the merchant to bear the liability for breach of contract such as continuing to perform, taking remedial measures or compensating for losses. If there are fraudulent acts such as fictitious inventory to induce consumers to conclude contracts with them, consumers can complain and report to the relevant departments, or bring a lawsuit to the court, claiming that the merchants should pay punitive damages in accordance with the provisions of the Consumer Protection Law.

Imported food has no Chinese label. Can consumers ask for a refund?

Ms. Gu bought 4 boxes of Japanese imported food in a purchasing online shop, with a total price of 8,800 yuan. After Ms. Gu placed the order, the store arranged the delivery. Upon arrival, Ms. Gu opened a box to eat, only to find that the product was not labeled in Chinese, and it was illegal food that had not been imported through entry inspection and quarantine. Ms. Hou Gu communicated with the merchant in the hope of returning a refund. The customer service of the store only agreed to return the remaining three boxes on the grounds that the outer packaging of one box of goods had been demolished, which affected the sales. After negotiation failed, Ms. Gu sued Geely Trading Company, the operator of the online store, to the court, asking Geely Trading Company to refund the four boxes of Japanese imported food and bear 10 times compensation of 88,000 yuan.

The court held through trial that an online shopping contract relationship was established between Ms. Gu and Geely Trading Company. Because the goods involved are not labeled with Chinese labels and the production date marked in Chinese, which is enough to affect food safety, it belongs to safe food that does not meet the relevant laws and regulations of China. Geely Trading Company, as the seller of the goods involved, should be aware of the food safety standards of related products, and its sales behavior violates the Food Safety Law. Ms. Gu’s claim that the defendant Geely Commercial Company should refund the goods and bear ten times the compensation is well-founded in the law and should be supported. The court finally ruled that Ms. Gu returned 4 boxes of Japanese imported food involved in Geely Trading Company; Geely Trading Company returned Ms. Gu’s purchase price of 8800 yuan and paid compensation of 88000 yuan. Neither side appealed after the verdict, and the case has now come into effect.

  [Judge’s statement]

According to Article 97 of the Food Safety Law, imported prepackaged foods and food additives should have Chinese labels; If there should be a manual according to law, there should also be a Chinese manual. Labels and instructions shall conform to the provisions of this Law and other relevant Chinese laws and administrative regulations and the requirements of national food safety standards, and shall specify the origin of food and the name, address and contact information of domestic agents. Prepackaged foods does not have Chinese labels and instructions, or the labels and instructions do not conform to the provisions of this article, and shall not be imported. According to Article 148 of the Food Safety Law, if a consumer produces food that does not meet the food safety standards or manages food that he knows does not meet the food safety standards, in addition to demanding compensation for losses, he can also demand compensation of 10 times the price or 3 times the loss from the producer or operator; If the amount of increased compensation is less than that of 1000 yuan, it shall be 1000 yuan. However, there are defects in the labels and instructions of food that do not affect food safety and will not mislead consumers. In this case, Geely Trading Company knew that the goods involved were imported goods without Chinese labels and did not meet the food safety standards, but still sold them. Ms. Gu had the right to claim that the defendant returned the goods for a refund and compensated for 10 times the price.

Food safety is no small matter, and business operators should fulfill the inspection obligations of imported food and avoid selling imported food without Chinese labels. When consumers buy imported foods that do not meet food safety standards, such as those without Chinese labels, they should eat them carefully, and if necessary, they can claim compensation of 10 times the price or 3 times the loss from the seller.

  Case 3

The electronic product has been activated. Can consumers claim to return it for 7 days without reason?

Kobayashi is an electronic product enthusiast. During the "Double Eleven" event, he bought a 4399 yuan mobile phone in an online store. After the arrival, he activated the mobile phone according to the instructions. The next day, Kobayashi thought that the screen color of the mobile phone was unnatural and bad for the eyes, so he applied for 7 days and had no reason to return it. The store customer service refused because the mobile phone was turned on and activated. After many unsuccessful negotiations, Kobayashi sued the store’s operator, Youguang Technology Company, to the court, demanding a refund of 4399 yuan.

Youguang Technology Company argued that the goods involved had been activated, which led to a large depreciation of the value of the goods. According to the screenshot of the order, Kobayashi was reminded on the order payment page that "the activated digital products cannot be returned for seven days without reason if there is no quality problem", so the 7-day unreasonable return rule is not applicable to the goods involved.

After trial, the court held that the activation of electronic products such as mobile phones has a great impact on their value, and the 7-day unreasonable return rule may not be applied, provided that the seller must set up a significant confirmation procedure in the necessary process of commodity sales. In this case, the plaintiff had activated the mobile phone involved before applying for a return. Although the defendant Youguang Technology Company clearly informed it on the payment page, it failed to submit evidence to prove that it set up a confirmation procedure for the plaintiff’s single purchase behavior in the sales process, so the defendant could not refuse the plaintiff to apply for a return for 7 days without reason. After the verdict was pronounced, the defendant appealed to the optical technology company, and the original judgment was upheld in the second instance.

  [Judge’s statement]

According to Article 25 of the Law on the Protection of Consumers’ Rights and Interests, when an operator sells goods through the Internet, television, telephone or mail order, consumers have the right to return the goods within 7 days from the date of receipt, without giving reasons, except for the following goods: (1) The goods are customized by consumers; (2) Fresh and perishable; (3) Digital commodities such as audio-visual products and computer software downloaded online or unpacked by consumers; (4) newspapers and periodicals delivered. Except for the commodities listed in the preceding paragraph, other commodities that are not suitable for return according to the nature of the commodities and confirmed by consumers at the time of purchase are not suitable for unreasonable return. Article 7 of the Interim Measures for the 7-day unreasonable return of goods purchased online stipulates that the 7-day unreasonable return rule may not be applied to the following goods that are confirmed by consumers at the time of purchase: (2) goods whose value is greatly depreciated after activation or trial; The provisions of Article 20, in line with the provisions of Article 7 of these Measures, online commodity sellers shall set up significant confirmation procedures in the necessary process of commodity sales for consumers to confirm the single purchase behavior. If there is no confirmation, the online commodity seller shall not refuse to return the goods for 7 days without reason.

Due to the particularity of online shopping, the law gives consumers the right to regret for seven days. However, in practice, some platforms and businesses issue "overlord clauses" without authorization, rejecting consumers’ reasonable return applications. If you encounter the problem of "difficulty in returning goods" during shopping, don’t be "led by the nose" by merchants or platforms. If the goods do not fall within the scope of exemption from the 7-day unreasonable return rule, you can complain to the relevant departments or protect your interests through litigation. At the same time, consumers should be reminded that 7 days’ unreasonable return does not mean 7 days’ unconditional return. According to the Consumer Protection Law, the goods returned by consumers should remain intact, and the goods of special categories and those confirmed by consumers as unsuitable for return at the time of purchase are not applicable to 7 days’ unreasonable return.

Who can get the "lowest" when the interest rate of bank consumer loans is lowered?

"Online application, with the loan, the maximum amount is 200,000, and the lowest interest rate is 3.75%." Ms. Zhang, who lives in Dongcheng, said that she recently received several sales calls from self-proclaimed bank staff, saying that the interest rate of consumer loans has been lowered, and it is particularly suitable to apply now. According to a survey conducted by Beijing Youth Daily, six state-owned banks, including Industrial and Commercial Bank of China, Bank of China, China Construction Bank, Bank of Communications, Agricultural Bank of China and China Postal Savings Bank, have been vigorously promoting unsecured and unsecured credit consumption loans recently, with the lower interest rates not exceeding 4% and as low as 3.7%, which can be said to be an unprecedented low. However, major banks have not relaxed the requirements for loan approval. Only high-quality customers on the bank’s white list can get the lowest interest rate, and not everyone can enjoy it.

Consumer loan interest rates of six major state-owned banks

The lower limit does not exceed 4%

It is understood that at present, the preferential interest rate of personal credit consumption loan (ICBC e-loan) of ICBC Beijing Branch can be as low as 3.75% and the longest term is 3 years. In fact, last November, the lowest interest rate of Ronge Loan was still 4.65%, and by December 29th, the lowest interest rate will be reduced to 3.85%, that is, one-year LPR+5 basis points. Since the end of January this year, the minimum interest rate of Ronge Loan of ICBC North Branch has been further adjusted to 3.75%, down 0.1 percentage point from last December. This is mainly because the LPR on January 20th was lowered by 0.1 percentage point compared with last December.

Bank of China Beijing Branch has also recently launched a summer preferential activity for personal consumption loans. The online application for BOC E loan can be up to 200,000 yuan, with a validity period of one year, a loan period of 1-12 months and an annualized loan interest rate of 3.9%. The conditions for offline application of "Suixin Smart Loan" are more favorable, with the maximum amount of 300,000 yuan, the validity of the amount extended to 3 years, the loan period of 1-12 months, and the lowest interest rate of 3.75%. Customers who spend money during the activity will also have the opportunity to get the WeChat reduction from 50 yuan -500 yuan.

CCB’s fast loan slogan is "second application, second review and second account arrival", and the annualized interest rate is as low as 3.95%, with daily interest, no interest for spending, and the longest repayment period is 36 months. The reporter of Beiqing Daily noticed that in late June, the minimum interest rate of fast loans displayed by CCB North Branch was still 4%, and it dropped to 3.95% on July 10.

Recently, Bank of Communications launched a preferential loan for Huimin in the whole country. New customers can get a discount coupon of 30% or 10% interest rate if they successfully apply for the quota, and high-quality customers can enjoy a preferential interest rate of 3.85% per annum at the minimum.

According to the mobile banking of Agricultural Bank of China, the annualized interest rate of NetJet loan is at least 3.7%, which is "flexible, free of guarantee, free of charge and low in cost".

Postal savings bank’s "postal loan" is approved online, and the amount of application can not exceed 200,000 yuan, the annualized interest rate is at least 3.85%, and the term of a single loan does not exceed 60 months.

It is understood that the online approval amount of credit consumption loans of these state-owned banks generally does not exceed 200,000 yuan. If there is higher demand, you need to apply at offline outlets. In addition to the differences in interest rates, the loan terms of major banks are also different, some of which are less than one year, and some can be as long as five years. In terms of repayment methods, the choices provided by banks are also different. For example, Bank of China’s single use of BOC E loan can adopt the repayment method of equal principal and interest, one-time repayment of principal and interest at maturity, and monthly repayment of principal and interest at maturity; ICBC can choose average capital, equal principal and interest, and repay the principal at one time on schedule.

The downward adjustment of consumer loan interest rate is a trend.

The interest rate of state-owned banks has always been the best in the market.

In fact, this kind of personal credit loans with no guarantee, no mortgage and online approval are not only available in state-owned banks, but also in other banks, consumer finance companies and small loan companies. The reporter of Beiqing Daily found that since the beginning of this year, the interest rate of Internet loans has declined as a whole, but among all these loans, the interest rate of state-owned banks is undoubtedly the lowest.

At present, many stock banks and city commercial banks have a minimum annualized interest rate of 4.35%, and some Internet banks have a minimum interest rate of 9%. Among the gold-dissolving companies, the annualized interest rate of hospitality loan of BOC Gold-dissolving is the lowest 9.125%, that of Zhaolian Finance is the lowest 7.3%, and that of "Comfortable Flower" and "Extreme Loan" of China Post Gold-dissolving are the lowest 7.2%. In small loan companies, the minimum annualized interest rate for small loans is 7.2%.

"Big banks have low capital costs, higher loan conditions and relatively high-quality customers, so their consumer loan interest rates will be lower. Not only consumer loans, but also other types of loans. " Dong Ximiao, chief researcher of Zhaolian Finance, said. Since the beginning of this year, the interest rate of consumer loans has declined, on the one hand, because the overall interest rate is in the downward channel, and other loan interest rates are also declining, so the downward trend of consumer loan interest rates is the trend. On the other hand, affected by the epidemic and the economic downturn, some customer groups targeted by consumer loans are not particularly stable in jobs and their incomes are also declining. Banks can better support these customers by lowering the interest rate of consumer loans. In addition, lowering the loan interest rate can also stimulate effective demand, and "small profits but quick turnover" can be achieved by lowering the interest rate.

Pan Helin, co-director of Digital Economy and Financial Innovation Research Center of International Joint Business School of Zhejiang University, pointed out from the perspective of bank credit structure adjustment that at present, mortgage accounts for a high proportion of bank personal loans, and many banks want their own credit structure to be more diversified, while the amount of consumer loans is smaller, the interest rate is higher than that of mortgage, and the recovery period is shorter, which belongs to the credit field that banks want to explore, so the major banks are clustered in the consumer loan market, but because consumption cannot be expanded in a short period, consumer loans have increased and the competition pressure has emerged.

The bank did not relax the approval criteria.

The lowest interest rate is only for a few high-quality customers.

The reporter of Beiqing Daily also noticed that in order to prevent consumers from misunderstanding, the consumer loan advertisements of various banks will add a hint at the end: "The product interest rate is subject to the actual interest rate. If in doubt, please consult the local outlets in detail." "The specific interest rate is subject to the actual display on the page." In fact, only a few customers can finally enjoy the tempting lowest interest rate.

"I told me before that the lowest interest rate would not be higher than 4%. I just wanted to decorate and applied for 200,000. As a result, the interest rate finally approved exceeded 5%. " Mr. Zhang, a citizen, told the reporter of Beiqing Daily about the result of applying for credit consumption loan in the mobile banking of a big state-owned bank recently. It is understood that Mr. Zhang’s situation is not a case. The employees who can enjoy the lowest interest rate of credit loans are all white-listed customers of major banks. They usually work in institutions, government departments, large state-owned enterprises or other high-quality units. In addition, the bank’s mortgage customers and payroll customers will also have advantages when applying for consumer loans.

"Our bank’s minimum interest rate for offline approval of consumer loans can reach 3.75%, but it needs the approval of branches, and the access requirements are very high. If our sub-branch approves by itself, the minimum rate can reach 4.1%. Generally speaking, it does not work as a retail investor, but is connected with the unit. Our favorite institutions are schools and hospitals. " Mr. Wang, the loan manager of a branch of a state-owned bank in Dongcheng, told the reporter of Beiqing Daily that the bank likes to cooperate with institutions and give credit to their employees collectively. As for consumer loans approved online, the bank advertised that the lowest interest rate could reach 3.9%, but Mr. Wang revealed that online applications are automatically approved by the system. According to his knowledge, only the bank’s mortgage customers, payroll customers or high-quality customers who manage more than 900,000 yuan in the bank can get it. "Ordinary customers will not be so low."

For ordinary consumers, not only can they not get the lowest interest rate, but they may not even be eligible to apply. The reporter of Beiqing Daily chose a mobile phone bank of a state-owned big bank, which usually has no transactions, to try to apply for the bank’s consumer loan. The page did show "It’s a pity that you failed to obtain the application quota of our bank".

How can I have a quota? The bank pointed out three ways: first, to become the bank’s housing loan customers; The second is to provide real estate mortgage or other effective guarantee, and contact a personal loan center to handle other loans; The third is to handle more deposits and wealth management business in the bank.

Liang Si, a researcher at China Bank Research Institute, pointed out that the decline in the interest rate of consumer loans does not mean that the "threshold" has changed. Relatively speaking, low-interest consumer loans are aimed at more high-quality customers. Because the bank has a professional audit process for customer assets. The lender’s own qualifications and credit rating will affect the interest rate level of obtaining loans. Banks will also do a good job in risk prevention while expanding their business to ensure the quality and safety of assets and the sustainable development of their business.

"For banks, the interest rate is of course set higher. After all, the spread is the source of profits for banks. Unless the user has a certain amount of credit and the repayment risk is extremely low, the bank will give the lowest interest rate. " Pan Helin believes that the bank’s practice is also to encourage borrowers to contribute more profits to the bank and improve user loyalty, so it is normal market behavior to have a white list.

  Expert reminder

There is a practical need to apply for consumer loans.

We must find a formal financial institution.

Whether it is a white list customer or not, it is an indisputable fact that the interest rate of consumer loans has dropped. In the face of lower and lower loan interest rates, should ordinary consumers give it a try? In this regard, many experts reminded that we must apply as needed and do what we can, and at the same time we must go to formal financial institutions.

Dong Ximiao reminded consumers that the most important thing is to ask yourself if you need it. "You don’t need to look at the loan interest rate. You have to have your own needs before you apply for a loan." Secondly, consumers should choose formal financial institutions, such as commercial banks and 30 licensed consumer finance companies in China. Third, it is necessary to clearly understand the various terms of the loan agreement, especially the provisions on interest fees, such as whether the interest rate is annualized, monthly or daily, and there are no other fees.

"Don’t borrow money unless necessary. There is no such thing as a free lunch." Pan Helin also suggested that consumers really need to borrow consumer loans, go to formal banks to borrow money, and reduce the risk of borrowing. It is best to shop around and don’t be afraid of trouble. Finally, be sure to read the terms clearly to prevent stepping on the pit. Text/reporter Cheng Wei

Three schools in Yunyan District have left school at different peaks, and the intersection from the communication office to the north of the city is unobstructed.

On November 14th, the reporter saw in Zhonghua North Road, Guiyang that the traffic efficiency from the communication office of Zhonghua North Road to the intersection of Shibei Road was much smoother than before.
"In the past, the three schools were basically out of school at the same time, and a large number of vehicles picking up students were crowded together, and the traffic was a mess. Now, the school hours of several schools are staggered, the crowds and vehicles that pick up students are scattered, and the roads are much smoother. " Master Wang, a parent who is sending her children to school at the entrance of Guiyang No.6 Middle School, said.
Guiyang No.6 Middle School, Guiyang Experimental Primary School and Guiyang Experimental Kindergarten are located on one side of the road at the intersection of Zhonghua North Road and Shibei Road, and the three schools are lined up. The northernmost section of Zhonghua North Road is a two-way road from north to south, with a distance of only 260 meters and four lanes in both directions. There are more than 5000 students in three schools.
According to the statistics of three schools, parents pick up about 3,000 vehicles for students. There are many government agencies, enterprises and institutions along the line, and there are many vehicles for office workers and staff going to various units. In the morning and evening rush hours, this section of the road is more congested.
Because most of the vehicles that pick up and drop off students and the unit vehicles along the route need to be diverted from the intersection of Zhonghua North Road and Beijing Road, Beijing Road turns right to enter the traffic flow of Zhonghua North Road, Beijing Road turns left to two, and Zhonghua Road joins the traffic flow of three straight lanes into the northernmost section of Zhonghua North Road, which is a typical "funnel" intersection and bears great traffic pressure. On this short and narrow road, once a vehicle stops to get on and off passengers and turns around to return, it will increase the difficulty for the rear traffic.
In the past, many parents temporarily stopped to get on and off the bus, which may directly cause traffic difficulties at the intersection of communication places, and may seriously affect the traffic at the intersection of Yanwu Street.
In order to strengthen traffic management and improve traffic capacity, Yunyan traffic police adopted a series of management measures after the school started in September this year.
Strengthen the diversion force along the route, and arrange seven police officers at the surrounding intersections and road sections to prevent parking in the road and turning around at the intersection from affecting the normal traffic of vehicles. Optimize the traffic light timing at the adjacent intersection of Shibei Street and Communication, add physical isolation cones and no-turn signs in the center of the road, and eliminate the traffic obstruction caused by turning around in some vehicles. Extend the temporary parking zone for parents to pick up and drop off students to solve the rigid parking demand for picking up and dropping off students’ vehicles.
Since the implementation of the "traffic control" work in Guiyang, Yunyan traffic police have gone deep into the school and convened three schools involved to have a discussion to discuss opinions and suggestions on "traffic control". The comprehensive management measures of "school-police co-governance" were carried out, and it was finally decided that the three schools would adopt the mode of "school-school peak-shifting and class-shifting" to finely manage the pick-up and drop-off of students’ vehicles to prevent a sharp increase in traffic flow in a short time.
The peak school hours are: Guiyang No.6 Middle School is pushed back to 17: 40 after school at 17: 20; At 17: 30 in the experimental primary school, the grade classes in the school leave school at a peak.
During the school hours, the school will send additional personnel on duty to inform parents of parking on the road, widely publicize the news that the traffic police have extended the temporary parking zone, disperse the temporary parking spots, and let students supervise their parents by means of "small hands and big hands".
Through the "joint management of the school and police" and the cooperation of parents, the traffic at the northernmost section of Zhonghua North Road has improved. Compared with the same period last year, the morning rush hour started nearly 10 minutes later than before and receded nearly 10 minutes earlier.
According to the observation in recent days, the farthest impact of rush hour does not exceed the intersection of communication, and the impact on Yanwu Street traffic is almost zero.
Yunyan traffic police said that it will continue to strengthen the work of "blocking and ensuring smoothness", and ask drivers to cooperate closely and obey the traffic police’s command to jointly create a good travel environment.

[New ideas lead a new journey] Institutional opening promotes the high-quality development of Hainan Free Trade Port

Cctv news(News Network): Building a free trade port with China characteristics in Hainan is an important strategic decision personally planned, deployed and promoted by the Supreme Leader General Secretary. Along the direction of the general secretary, Hainan has accelerated the formation of institutional opening in the past six years, promoting the formation of a free trade port and promoting high-quality development.

Not long ago, more than 30 foreign-funded enterprises organized by the China Council for the Promotion of International Trade came to Hainan and entered the key free trade port parks in Haikou and Sanya to attend promotion meetings, inspect projects, see development, ask about policies and talk about cooperation.

Continue to open wider to the outside world and let more and more foreign-funded enterprises settle in Hainan. From 2018 to 2023, there were 6,534 newly established foreign-funded enterprises in Hainan, with an average annual growth rate of about 65%.

Building a free trade port with China characteristics is a new historical mission entrusted to Hainan by the CPC Central Committee. In April, 2018, in the celebration of the 30th anniversary of Hainan’s establishment as a provincial special economic zone, General Secretary of the Supreme Leader solemnly announced that the CPC Central Committee had decided to support the construction of a free trade pilot zone throughout Hainan and the gradual exploration and steady promotion of the construction of a free trade port with China characteristics.

The direction has been anchored and the blueprint has been expanded since then. After that, the Supreme Leader General Secretary made important instructions on the construction of Hainan Free Trade Port many times. In April 2022, General Secretary of the Supreme Leader visited Hainan again, stressing the need to speed up the construction of a free trade port with China characteristics with world influence, so as to make Hainan a model of China’s reform and opening up in the new era.

Bearing in mind the entrustment of the Supreme Leader General Secretary, Hainan implements a more proactive opening-up strategy.

In the past six years, Hainan’s three "zero tariff" lists, the negative list of foreign investment access and the negative list of cross-border service trade have been implemented and continuously optimized; Policies and systems for trade, investment, cross-border capital flows, people entering and leaving, free and convenient transportation, and safe and orderly data flow have been accelerated. A total of 140 cases of system integration innovation were published in 16 batches, of which 11 cases were replicated and promoted by the State Council to the whole country.

On February 9 this year, 59 countries in Hainan were granted visa-free entry reasons, which expanded from inbound tourism to trade, visits, exhibitions, sports competitions and other fields, making personnel exchanges between relevant countries more free and convenient.

Docking international high standards, Hainan’s institutional opening has steadily expanded. Twenty action measures, such as expanding the scale of trade in goods and innovating the development of trade in services, have been introduced, and the total value of foreign trade imports and exports has maintained double-digit growth for many years. Deepen international cooperation in intellectual property rights, and achieve the "first single" breakthrough in 10 areas such as overseas lawyer practice and teacher qualification.

This year is a crucial year for the closing operation of Hainan Free Trade Port. At present, the main works of 31 customs clearance projects have been basically completed, the construction of 8 ports open to the outside world has been steadily advanced, and 22 of 27 stress testing tasks have been substantially carried out. The construction of Hainan Free Trade Port is moving towards the stage of substantive operation.

The stock price plummeted, and Gree Electric made another "oolong". After three years, he once again "Du Jie"

In China’s capital market, Gree Electric (000651.SZ) can be described as a star enterprise sought after by many funds, but recently it suddenly approached the limit. In fact, this decline is quite rare for a white horse stock like Gree Electric. The last time it suffered a daily limit was on February 3, 2020. After a lapse of 39 months, Gree Electric was once again "Du Jie".

The Gree Electric stock price limit is related to its published financial report. In the early morning of April 29, Gree Electric’s financial report showed that the revenue in 2022 was 190.15 billion, a slight increase of 0.26% year-on-year; In the first quarter of this year, the revenue was 35.69 billion, an increase of 0.44%. What’s worse, this dull performance report failed the expectations of investors, and even the agreed dividends were not given in place. The superposition of multiple emotions caused Gree’s share price to "roll over".

While many people were surprised, news came out on the morning of May 5, when it was revealed that Dong Mingzhu’s 11.5 million shares in Gree Electric were frozen, which once again aroused widespread concern in the market. However, in the evening of the same day, Gree Electric quickly issued a notice to correct the report of the first quarter of 2023, which would be "frozen" and corrected to "pledge".
If we extend the time a little longer, Gree Electric’s share price has fallen by 43% compared with the previous high point. Today, the total market value of Gree Electric is only 197.9 billion, and the peak market value once reached a high of 420.3 billion, which means that the market value has evaporated by more than 220 billion.Gree Electric, what’s going on?

Home appliance industry is in winter, and its main business is single.

In fact, it’s not that Gree Electric’s performance and dividends are not as expected, but that the whole environment has changed dramatically. In May 2022, Fang Hongbo, chairman of Midea Group, said pessimistically in an internal conference call: "The industry will face greater difficulties in the next three years, which is an unprecedented winter."

Gree Electric’s main product is air conditioning, and the growth rate of air conditioning has obviously slowed down. The financial report shows that Gree Electric’s HVAC business revenue in 2022 was 134.859 billion yuan, a year-on-year increase of 2.39%; Gross profit margin was 32.44%, up 1.21% year-on-year. Looking back on 2021, the contribution value of Gree air-conditioning products accounted for 70.11% of the total revenue, which was 131.713 billion yuan, with a year-on-year growth rate of 13.96%. In just one year, the growth rate has dropped by more than 10%.

In contrast, in 2022, Midea Group’s HVAC business revenue was 150.635 billion yuan, a year-on-year increase of 6.17%. In 2021, Midea’s HVAC revenue was 141.9 billion yuan, a year-on-year increase of 17%. In short, Midea’s air-conditioning business revenue growth rate also dropped by 10% after one year.

In addition, the accelerated changes in China’s real estate market and population are just like two huge stones weighing on home appliance enterprises like Gree Electric. According to the data of the Ministry of Finance, from January to November, 2022, the income from the transfer of state-owned land use rights was 5,117.4 billion yuan, a decrease of 24.4% over the same period of the previous year; According to the data of the National Bureau of Statistics, in 2022, the national real estate development investment was 13,289.5 billion yuan, down 10.0% from the previous year; Among them, residential investment was 10,064.6 billion yuan, down 9.5%. It can be seen that fewer people buy houses, and fewer people install air conditioners. However, the business income of air conditioning accounts for more than 70% of Gree. What does this mean for Gree?
Of course, Gree Electric’s challenge is not only the lack of air-conditioning growth, but also the failure of other products to take the lead. This is closely related to Gree Electric’s single main business (mainly air-conditioning sales revenue) and the failure to open the second growth curve.

The 2022 financial report showed that the revenue of household appliances was 4.568 billion yuan, a year-on-year decrease of 6.43%. The revenue of industrial products was 7.599 billion yuan, although it increased by 137.88% year-on-year, but the plate was not big. The revenue of intelligent equipment business in Gree Electric was 432 million yuan, down 49.63% year-on-year. Gree Electric also has 32-bit series MCU chips and pre-cooked vegetables related projects, but the combined revenue of all these products does not account for 30% of the company’s total revenue.

Diversified transformation, Gree fell into a loss trap.

In order to cope with this "unprecedented" winter, Gree Electric is also actively seeking business transformation.

In fact, as early as 2014, Gree Electric began to diversify. Over the years, Gree Electric has made mobile phones, and Dong Mingzhu has personally endorsed them. Unfortunately, the sales volume is very bleak.

It is worth mentioning that Gree Electric has also crossed the border into new energy sources, and it is this investment that makes Gree Electric fall into the loss trap.

In 2016, Dong Mingzhu insisted on investing in Zhuhai Yinlong New Energy (now renamed Gree Titanium), but the shareholders’ meeting rejected it. She invited Wanda Wang Jianlin and JD.COM Liu Qiangdong to raise 3 billion yuan to invest in Yinlong.

At the extraordinary shareholders’ meeting in Gree Electric in October, 2016, Dong Mingzhu supported Zhuhai Yinlong and its main lithium titanate battery technology. The main reasons include: lithium titanate battery has long service life, can adapt to extremely cold temperatures, has good safety, and has application prospects in the energy storage market.

According to the data of China Bus Statistics Network, in 2022, a total of 92,256 buses over 6 meters were sold in China bus industry. The top five car companies were Yutong Bus, Zhongtong Bus, Suzhou Jinlong (Haige Bus), Golden Passenger Bus and Jinlong Bus, but there was no Gree Titanium (Zhuhai Yinlong). In 2022, Gree Titanium (Zhuhai Yinlong) sold 1,789 buses over 6 meters, a decrease of 11.65% compared with the previous year.

At the same time, the net loss of Gree Titanium in 2022 reached 1.9 billion yuan, resulting in the net assets of the whole company shrinking from 2.147 billion yuan at the beginning of the year to 237 million yuan.

In 2021, Gree Electric invested 1.828 billion yuan in Yinlong, and now it has lost 1.755 billion yuan. Dong Mingzhu personally invested 2.34 billion yuan to win 17.46% equity of Zhuhai Yinlong, and now only 41.3865 million is left.

It can be seen that Gree Electric has lost a lot of money in investing in Zhuhai Yinlong, and the poor performance of Zhuhai Yinlong also shows that its technology and products may not pass the mark, which will adversely affect the future development of Gree Electric. Whether Zhuhai Henglong will continue to "suck blood" from Gree Electric in the future needs to be questioned.

What’s more, Gree Titanium (Zhuhai Yinlong) has also signed gambling agreements with a bunch of small shareholders such as Sunshine Insurance, and will be withdrawn and claimed if the performance is not up to standard.

Although the investment is blocked, Gree Electric’s "struggle" will not die. In recent years, Gree Electric invested 50 million yuan to set up Zhuhai Gree Prefabricated Vegetable Equipment Technology Development Co., Ltd. and started the cross-border "prefabricated vegetable" business. Subsequently, Dong Mingzhu was elected as the chairman of Guangdong Prefabricated Vegetable Equipment Industry Alliance.
Dong Mingzhu’s attitude towards live broadcast has also changed significantly. From the initial resistance that "hundreds of thousands of dealers can’t lose their jobs because of their own selfish interests", in December 2022, Gree Electric set up a wholly-owned subsidiary to build its own live e-commerce platform. Dong Mingzhu himself frequently appeared in the live broadcast room. Just before the issuance of the 2022 financial report, Dong Mingzhu also appeared in the live broadcast room in Gree Electric to bring goods.

Regrettably, after years of tossing, Gree Electric’s diversified business is still difficult to take on. Green energy, household appliances and smart equipment businesses, which are highly anticipated, account for only about 5% of revenue in 2022.

The asset-liability ratio has risen, and the letter has frequently made mistakes.

At the end of 2022, Gree Electric’s asset-liability ratio was 71.30%, up 5.07 percentage points from a year ago. The increase in Gree Electric’s asset-liability ratio at the end of 2022 was mainly due to the substantial increase in interest-bearing liabilities.
For the increase in short-term loans, the explanation in Gree Electric’s annual report is: "It is to meet the daily production and operation needs of the company"; The increase in long-term loans is interpreted as "to meet the construction fund demand of long-term assets such as fixed assets".

In 2022, the net cash flow generated by operating activities in Gree Electric was 28.668 billion yuan, and it was positive every quarter, which were 3.394 billion yuan, 9.750 billion yuan, 9.314 billion yuan and 6.210 billion yuan respectively.

In 2022, the company’s monetary capital was 157.4 billion, and its interest-bearing liabilities were 85.8 billion. Looking through the financial report, it is found that there are 48.296 billion yuan of "other monetary funds" in Gree Electric at the end of 2022, mainly including bank acceptance bill deposit, letter of guarantee deposit, etc., among which the restricted funds are 47.954 billion yuan.

However, by comparing Gree Electric’s two main competitors-Midea Group (000333.SZ) and Haier Zhijia (600690.SH), other monetary funds are much less than it. There are too many other monetary funds in Gree Electric, both in absolute amount and relative to its business scale, the amount of bank acceptance bills drawn and the proportion of monetary funds.
From these data, we can see that the use efficiency of monetary funds in Gree Electric may be relatively low.

In fact, the announcement of listed companies should have been very rigorous, but it is not the first time that Gree Electric’s announcement went wrong. On June 24th, 2021, Gree Electric issued the "Prospectus for Raising the Eighth Ultra-short-term Financing Bonds in 2021", in which the words "Zhang Wei, male, born in 1976, with a bachelor’s degree, is currently a director of Zhuhai Gree Electric Co., Ltd." appeared. Obviously, this is because the person who made the document mistyped "birth" as "beast" when using the computer input method, and then it was released without detailed review. This "Oolong Announcement" document is also officially sealed by Gree.

Generally speaking, the secretary-general is responsible for compiling the information of listed companies. The secretary-general of Gree Electric is Deng Xiaobo, who started to serve as the secretary-general of Gree Electric in December 2020 and joined the board of directors in March 2022. Deng Xiaobo served as the chairman of Shaanxi Coal Chemical Industry Group Finance Co., Ltd. from 2015 to 2020.
Deng Xiaobo even worked as the chairman of the board, but it is really incredible that he has made such two big oolong goals again and again.(This article is the first titanium media App, author | Zhai Zhichao)

No ads for four months! "I haven’t stopped working, but it’s more difficult." Millions of fans and bloggers are worried about money, and they can’t even pay the rent …

After the controversy of "stopping the tide" in bilibili, a dynamic of "Muyu Shui Xin" by millions of fans once again boarded the hot search.

On the evening of April 23rd, bilibili film and television UP master "Muyu Shui Xin" with more than 10 million fans released a dynamic response to stop the watch. It was rumored that it didn’t stop the watch, but it was really difficult. So far, in 2023, there was no advertisement for more than four months, and bilibili’s creative incentive was not enough to pay the office rent. Now it’s basically "generating electricity for love", as was the case with the update of Water Margin last year.

"We are also trying to find ways to increase our income so that we can continue to bring more good content to everyone and achieve a virtuous circle." Muyu Shui Xin said.

Bilibili’s millions of fans UP the latest news of "Muyu Shui Xin" Image source: bilibili screenshot

Shui Xin, a wooden fish, is no stranger in the film and television commentary circle on bilibili. As the head of bilibili Film and Television Zone, he was selected as "Top 100 UP Owners of the Year" in bilibili in 2019, 2020 and 2021. His interpretation style is deeply loved by the audience. In the past year, he basically gave up hot spots and made an interpretation of the classic Water Margin.

Muyu Shui Xin bilibili video screenshot Image source: bilibili screenshot

Every reporter noticed that since the beginning of this year, the video playback volume of Muyu Shui Xin has been around 1 million; In the first half of last year, its video playback volume was around 2 million.

A stone stirs up a thousand waves. Many netizens have discussed on social platforms that "this fan can’t receive advertisements on the order of magnitude, which is outrageous", "Help! This is Shui Xin, a wooden fish", "It’s my most concerned up, and I said why I haven’t brushed it recently" and "Show the children the cruelty of the media." "Muyu’s video gives people a kind of lean eating in the temple, and the advertisement seems to disturb this calm … but the gods also want to eat."

Head bloggers face the dilemma of "making money hard", which is also a problem faced by most bloggers at present. More than a month ago, bilibili’s game UP owner "King Xu who lives by his face", suspense reasoning blogger with over 2.6 million fans "I am Weird King" and evaluation blogger "-LKs-" with over 3 million fans all announced that they would temporarily stop playing.

The intense decline in creation, the sudden drop in advertisers’ orders, the decrease in income and the increasing difficulty in making money have become the resonance of countless content creators.

"If you only look at bilibili’s creative incentives, it will definitely be a loss. Many bloggers rely on advertising revenue instead of creative incentives."Li Yue (a pseudonym), a food blogger with 600,000 fans, said frankly. A blogger in bilibili Game Zone with 400,000 fans told national business daily that he started making videos in January 2022, and his monthly income was only about 1,400 yuan.

Xie Yi (a pseudonym), a food blogger with hundreds of thousands of fans in Xiaohongshu and bilibili, once told every reporter that many bloggers in his blog group stopped working and quit as early as 2022. "Bloggers who often see hundreds of thousands of fans or even millions of fans complain in the group that they can’t make money and don’t want to do it."

Tan Zhonglin, general manager of Sichuan Jiangmian Network Technology Co., Ltd. believes that behind the big V stop, in a sense, there is a lack of content and insufficient commercialization. When the platform demand and advertiser demand change, there is no iterative update and change. What enterprises need is how to grow red, not how to explode red overnight. This is a commercial reflection for all bloggers.

Reporting/feedback

Without words and nonsense, some new government media have become "zombie" accounts.

In recent years, the new government media has developed vigorously, extending from the past "two micro-ends" to the short video field, and has become an important position for government affairs openness and government affairs service.

However, the reporter’s investigation found that in this process, there are also inefficient and redundant construction problems. Some new government media have become "zombies", "empty shells" accounts and even public opinion makers, which may damage the image of the government and increase the burden on the grassroots. It is necessary to further strengthen supervision.

Recently, the Office of Government Information and Government Affairs Openness of the General Office of the State Council has issued a notice, requiring all localities and departments to investigate and rectify four outstanding problems in the operation of new government media: the published accounts have not been updated within 2 weeks; Regardless of the scene "selling miserably" and "selling cute", it is excessively "entertaining"; Publish information unrelated to government work or the industry of the department; The account that has stopped maintenance has not fulfilled the cancellation procedure.

Deviating from the orientation of government affairs, some are not updated for a long time, and some are like "marketing numbers"

The reporter found out that in recent years, government departments at all levels have actively embraced the development trend of new media in the era of mobile Internet, but after following the trend, there have been three kinds of chaos in daily operations.

  — — Without words, the information has not been updated for a long time. On the current active short video platform, the reporter searched with "town people’s government" as the key word, and nearly 100 pages of search results appeared on the screen of the mobile phone. Some accounts with official certification but lack of content can still be found. Recently, some provincial governments have released the spot checks on government websites and new government media in the first quarter of 2021. In these bulletins, "zombie" and "empty shell" are still high-frequency words.

According to the notification of the General Office of the People’s Government of Hubei Province, the new government media account in Tongyang Town, Tongshan County, Xianning City has not been released so far, and the last update time of the new government media account in Fangxian County is October 2019. During the inspection, the General Office of the People’s Government of Yunnan Province also found that some new media of government affairs in the government system were "open and ignored" and had not updated their information for a long time. Some units do not pay attention to the notified problems, the rectification is not in place, and the same problems appear repeatedly.

  — — Talk to yourself, just copy and paste, no interactive service. The reporter found that the supervision of government websites and political new media in some departments only ends at solving the bottom line problems such as the content is not updated, which is often "blind and deaf", does not respond to public concerns, has little interaction with the masses, and has the form of new media. Some netizens have reported that official accounts in some places almost never reply to interactive questions such as complaints and consultations.

On March 14th, a news that "the citizen’s private letter about the official micro-reflection of Maanshan Municipal Government was suspected of being hacked" caused concern. Weibo netizen "IN Maanshan" posted a document saying that his private letter "published by Maanshan Municipal People’s Government" gave feedback on people’s livelihood issues, and the system showed that the message could not be sent and it was suspected of being hacked. After the public opinion fermented, the official micro-posted that he did not shut down the "private message function" and blacked out netizens without authorization, and then got in touch with the netizens.

In the bulletin on the inspection of government websites and new media of government affairs in 2020 issued by the Office of Government Information and Government Affairs Openness of the General Office of the State Council, it is pointed out that some government websites and new media of government affairs have some problems, such as impractical service, no response to interaction and so on.

  — — Nonsense, blindly "sucking powder", some "public use", and even being stolen. The reporter has conducted a special investigation on the phenomenon of "ignoring netizens" and "God’s reply" in Weibo’s government affairs, and found that some accounts have "willful" behaviors such as entertainment and selling goods in idolize. Last year, Weibo, the official of a certain political and legal committee, forwarded an apology message from an artist’s global support club, which caused adverse social impact.

In October last year, a police station in a certain place suddenly attracted the attention of many netizens because of shooting short videos. Its "flow magic weapon" was that a woman wearing a police uniform seemed to be seriously promoting legal knowledge. However, professionals pointed out that what she said completely deviated from common sense, and in many cases even the technical terms were not clearly distinguished.

"Is it illegal for a woman to rape a man? What constitutes a crime "and" Why the traffic police have no power to arrest people "… … Below these topics, in addition to netizens pointing out that the content is too casual, even some officially certified traffic police accounts commented, "Can I make a suggestion?" Look for the legal department of the bureau before sending it later. " "Don’t say such irresponsible things."

The reporter also found that some new government media were neglected in management and protection, their accounts were stolen and bad information was released. For some time, Weibo’s account "Jiangxia Wulijie Urban Management Squadron" has published a large number of surrogacy and whoring information, which has attracted the attention of netizens. In March of this year, Wulijie Sub-district Office in Jiangxia District, Wuhan responded that the account had bad information because it was stolen by criminals.

There are accounts without fans, content without traffic, and weak links in operational guarantee.

Many places also want to make good use of new government media, but there are difficulties in daily operation and maintenance. Respondents believe that there are the following reasons for the current chaos in some local government new media:

  — — Insufficient funds and professionals at the grassroots level. The Opinions of the General Office of the State Council on Promoting the Healthy and Orderly Development of Government Affairs New Media stipulates that the management of government affairs new media should be strengthened, the necessary funds should be guaranteed, the staff should be fully staffed, and the work should be fully implemented. However, some people in charge of county-level media integration centers said that taking short government videos as an example, it involves many links such as planning, shooting and editing, and it takes a lot of energy. It is not easy for many government workers to complete basic propaganda tasks at ordinary times, but now they have several jobs, which is really "two places at once."

  — — There are loopholes in the audit supervision mechanism. The reporter learned that some grassroots accounts are loosely managed, and there is no corresponding mechanism. Some "top leaders" do not pay attention to it, and let go of Xiaobian’s spontaneous self-nuclear, leaving room for inappropriate content release. Yunnan Province issued a report on the inspection of government websites and new media of government affairs in the fourth quarter of 2020, which pointed out that the new media of government affairs in some areas have the phenomenon of "platform without guarantee", and at the same time, they are not all included in the supervision, and there are problems such as missing reports and false reports.

Yan Jianxun, a professor at the Department of Science and Technology Communication at China University of Science and Technology, believes that "in some local data statistics, different departments have different calibers and data are also different. If they are released through their own media, it is easy to cause data fights."

  — — There is a deviation between assessment indicators and guidance. In the relevant inspections carried out in Yunnan Province, it was found that some units opened multiple accounts with similar functions on the same new media platform, but the operation and maintenance guarantee was not in place, such as "Zhenkang County Education and Sports Bureau" and "Zhenkang Education and Sports Institute". Weibo netizen "a sweet dumpling" said that in the past, there were hundreds of local government WeChat official account, and the average reading volume was 10-20. Recently, a bunch of short video numbers have to be opened, so I have to be busy filling in the information.

Shen Aiguo, director of the journalism department of Zhejiang University, said that in some areas, new government media unilaterally pursue attention and praise, and often rush to launch new media projects for performance appraisal, which is easy to bury hidden dangers such as public opinion. If the local authorities impose too harsh assessment and pursue traffic, the phenomenon of "hot spots" is hard to avoid.

Further clean up the norms, so that the new government media can effectively play its role.

The insiders believe that the chaos in the new media of government affairs is essentially "formalism at the fingertips" and must be resolutely rectified for a long time. At the same time, the key to the new media of government affairs is to let the masses see it, adhere to the principle of "clear positioning and practical service", strive to be useful, interesting and valuable, effectively reduce the burden on the grassroots and shape a good government image.

  — — Strengthen the top-level design and rationalize the mechanisms of start-up and cancellation. "According to the authority of different government departments, various platforms should be reasonably divided, the integration of the integration, the coordination of the coordination, and the cancellation of the cancellation." Ren Yong, a professor at the School of Political Science and Public Administration of East China University of Political Science and Law, thinks.

  — — Form normal supervision and correct management assessment orientation. Experts such as Changsha Sa from the Institute of Media and Public Opinion of Guizhou Academy of Social Sciences suggested that government departments should not only look at the download volume, attention volume and reading volume, but also introduce market competition mechanism and public opinion supervision mechanism, and change from "showing to leaders" to "for the masses" to truly make the new government media a communication and handling channel that the people love.

  — — Improve staffing, innovate content and enhance credibility. Chu Jianxun said that in recent years, many graduates majoring in journalism and communication have gone to work in cities, but not many have really sunk to the county level or below, reflecting that the preparation and treatment of relevant jobs at the grassroots level need to be further improved. Sharla Cheung, director of the Media Center in Youxi County, Fujian Province, suggested that relevant practitioners can be organized to exchange and study in the Media Center and other units to continuously improve the professional quality of operation and maintenance personnel.
