The CPC Central Committee and the State Council attached great importance to the development of Chengdu-Chongqing region. On January 3, 2020, General Secretary of the Supreme Leader presided over the sixth meeting of the Central Committee of Finance and Economics, and made major decision-making arrangements to promote the construction of the twin-city economic circle in Chengdu-Chongqing region and create an important growth pole for high-quality development, which provided fundamental follow-up and important guidance for the development of Chengdu-Chongqing region in the coming period.
Located at the intersection of the "Belt and Road" and the Yangtze River Economic Belt, the twin-city economic circle in Chengdu-Chongqing area is the starting point of the new land and sea passage in the west, which has the unique advantages of connecting southwest and northwest and communicating East Asia with Southeast Asia and South Asia. With excellent ecological endowments, rich energy and minerals, dense towns and diverse scenery, the region is the region with the densest population, the strongest industrial base, the strongest innovation ability, the widest market space and the highest degree of openness in western China, and has a unique and important strategic position in the overall development of the country. In order to strengthen the top-level design and overall coordination, and accelerate the formation of a strong and distinctive twin-city economic circle in Chengdu-Chongqing area, this planning outline is formulated.
The planning scope includes the central city of Chongqing and 27 districts (counties) such as Wanzhou, Fuling, Qijiang, Dazu, Qianjiang, Changshou, Jiangjin, Hechuan, Yongchuan, Nanchuan, Bishan, Tongliang, Tongnan, Rongchang, Liangping, Fengdu, Dianjiang and Zhongxian, as well as parts of Kaizhou and Yunyang. There are 15 cities in Sichuan, including Chengdu, Zigong, Luzhou, Deyang, Mianyang (except Pingwu County and Beichuan County), Suining, Neijiang, Leshan, Nanchong, Meishan, Yibin, Guang ‘an, Dazhou (except Wanyuan City), Ya ‘an (except tianquan county and Baoxing County) and Ziyang, with a total area of 185,000 square kilometers and a permanent population of 96,000 in 2019.
This planning outline is a programmatic document guiding the construction of the twin-city economic circle in Chengdu-Chongqing area at present and in the future, and is the basis for formulating relevant plans and policies. The planning period is from 2025 to 2035.
Chapter 1 Planning Background
Since the "Thirteenth Five-Year Plan", the development of Chengdu-Chongqing area has entered the fast lane. The radiation-driven role of central cities has been continuously improved, the development of small and medium-sized cities has been accelerated, the infrastructure has been more complete, the industrial system has been gradually improved, the scientific and technological strength has been significantly enhanced, the space for domestic demand has been continuously expanded, and the function of foreign exchanges has been further strengthened. By 2019, the regional GDP will increase by more than 8% annually, the total retail sales of social consumer goods will increase by more than 10% annually, the urbanization rate of permanent residents will exceed 60%, the railway density will reach 3.5 km/100 square kilometers, the passenger throughput of airport groups will exceed 100 million, and the proportion of permanent residents and regional economic aggregate in the whole country will continue to rise, showing a good trend of Chongqing and Chengdu developing in the opposite direction and leading the regional high-quality development in a coordinated way, which has become the economic and social development in the western region. At the same time, the comprehensive strength and competitiveness of Chengdu-Chongqing region still lags far behind that of the eastern developed regions, especially the bottleneck of infrastructure is still obvious, the scale structure of cities and towns is not reasonable, the degree of coordination of industrial chain division is not high, the supporting capacity of scientific and technological innovation is weak, the gap between urban and rural development is still large, the task of ecological environment protection is arduous, and there are still many shortcomings in people’s livelihood security.
Today, the world is experiencing a great change that has never happened in a century. A new round of scientific and technological revolution and industrial transformation are developing in depth, and the international division of labor system is facing systematic adjustment. China has turned to a high-quality development stage, and major strategies such as building the "Belt and Road", developing the Yangtze River Economic Belt, and developing the western region have been implemented in depth. The supply-side structural reform has been steadily advanced, and the strategy of expanding domestic demand has been implemented in depth, which has given a new round of development in Chengdu and Chongqing a new advantage and created a major opportunity. In this context, promoting the construction of the twin-city economic circle in Chengdu-Chongqing region conforms to the objective requirements of China’s high-quality economic development, is an important strategic support for promoting regional coordinated development and forming a regional economic layout with complementary advantages and high-quality development under the new situation, and is also an important measure to build a new development pattern with domestic large circulation as the main body and domestic and international double circulation promoting each other, which is conducive to forming an important growth pole for high-quality development in the west and enhancing the population and economic carrying capacity; It will help to build a strategic highland for inland opening and a new base to participate in international competition, and help to form a new pattern of opening up with land and sea linkage and two-way mutual assistance between the east and the west; It is conducive to absorbing the population of ecological function areas to concentrate in urban agglomerations, making the western region form a new pattern of key development of advantageous areas and key protection of ecological function areas, protecting the ecological environment in the upper reaches of the Yangtze River and the western region, and enhancing the ability of spatial governance and protection.
Chapter II General Requirements
Strengthen the top-level design and overall planning and coordination, firmly establish the concept of integrated development, sing the "Tale of Two Cities" well, build an economic circle, work together to create a high-level model of regional cooperation, play a supporting role in promoting the development of the western region in the new era, play a leading role in jointly building the "Belt and Road", and play a demonstration role in promoting the green development of the Yangtze River Economic Belt.

Focusing on promoting the formation of a regional economic layout with complementary advantages and high-quality development, we will strengthen the driving role of Chongqing and Chengdu as central cities, lead the coordinated development of Chengdu-Chongqing region, promote the rational flow and efficient agglomeration of industries, population and various production factors, accelerate the formation of new impetus for reform and opening up, accelerate the shaping of new advantages for innovation and development, accelerate the construction of a new situation of cooperation and interaction with coastal areas, accelerate the expansion of new space for participation in international cooperation, promote the formation of a strong and distinctive twin-city economic circle in Chengdu-Chongqing region, and create an important growth pole that will drive the high-quality development of the country.
Section II Main Principles
-Dual-core leading and regional linkage. Enhance the comprehensive energy level and international competitiveness of central cities of Chongqing and Chengdu, properly handle the relationship between centers and regions, strengthen the role of coordinated radiation, accelerate the cultivation of small and medium-sized cities with large areas, promote balanced regional development with points and areas, promote rural revitalization with cities, and form an urban agglomeration development pattern with distinctive characteristics, reasonable layout and intensive efficiency.
-Reform and opening up, driven by innovation. Give full play to the decisive role of the market in resource allocation, better play the role of the government, strengthen the leading and breakthrough role of reform, and actively promote higher-level opening up. Strengthen institutional innovation, gather innovative resources at home and abroad, promote the deep integration of scientific and technological innovation application and industrial transformation and upgrading, and build a collaborative innovation system.
-Ecological priority and green development. Fully implement the concept of ecological civilization, strengthen the ecological protection in the upper reaches of the Yangtze River, strictly observe the three control lines of ecological protection red line, permanent basic farmland and urban development boundary, optimize the spatial development pattern of land, improve the efficiency of land use, water use and energy use, and build a green and low-carbon production and life style and construction and operation mode to achieve sustainable development.

An important economic center with national influence. Relying on comprehensive transportation hubs and three-dimensional open channels, we will improve our ability to participate in global resource allocation and overall economic efficiency, cultivate a modern industrial system with outstanding competitive advantages, develop diversified consumption formats with Bashu characteristics, build a western financial center and an international consumption destination, and jointly build an important national advanced manufacturing base and a modern service highland.
A science and technology innovation center with national influence. Seize the opportunity of the new round of scientific and technological revolution, give full play to the advantages of scientific and educational talents and characteristic industries, promote the optimization of innovation environment, strengthen cooperation in innovation and opening up, promote the integration of innovation resources, stimulate the vitality of various innovation subjects, vigorously promote the deep integration of scientific and technological development and economic development, and build an important national demonstration zone for scientific and technological innovation and collaborative innovation.
A new highland of reform and opening up. Actively promote the reform of key areas such as market-oriented allocation of factors, scientific research system, and cross-administrative economic and social management. Relying on the south, west and east corridors, we will expand all-round and high-level opening up, form a strategic hub for the coordinated development of the "Belt and Road", the Yangtze River Economic Belt and the new land and sea corridor in the west, and become a model for regional cooperation and opening up.

Vigorously promote the construction of ecological civilization, build an ecological barrier in the upper reaches of the Yangtze River, play an exemplary role in ecological protection in the western region, promote the co-construction and sharing of social undertakings, greatly improve the urban and rural living environment, build a world-class leisure tourist resort and a model area for urban-rural integration and development, and build a harmonious, beautiful, livable and charming high-quality urban agglomeration.
Section IV Development Goals
By 2025, the economic strength, development vitality and international influence of the twin-city economic circle in Chengdu-Chongqing region will be greatly improved, the level of integrated development will be significantly improved, the regional characteristics will be further highlighted, and the role of supporting high-quality development in the country will be significantly enhanced.
-The spatial pattern led by the twin cities has taken shape. As national central cities, Chongqing and Chengdu have significantly improved their development level, and their regional driving force and international competitiveness have been significantly enhanced. Significant breakthroughs have been made in the urbanization of the metropolitan area, and the development of small and medium-sized cities and counties has accelerated. The urban pattern of complementary advantages, reasonable division of labor, benign interaction and coordinated development of large, medium and small cities and towns has initially taken shape, and the urbanization rate of permanent residents has reached about 66%.
-the level of infrastructure connectivity has been greatly improved. A modern multi-level rail transit network has been initially established, and a four-way channel from Chongqing to Sichuan has basically taken shape, which can be reached in one hour between Chongqing and Chengdu. The total scale of the railway network has reached more than 9,000 kilometers, covering all cities with a population of more than 200,000, and the status of aviation hub has become more prominent. The shipping center and logistics center in the upper reaches of the Yangtze River have been basically completed. The 5G network has achieved full coverage of towns and key scenes, the level of new infrastructure has been significantly improved, and the energy security capability has been further enhanced.
-A modern economic system has taken shape. The regional collaborative innovation system has been basically completed, with the R&D investment intensity reaching about 2.5% and the contribution rate of scientific and technological progress reaching 63%, and the core functions of the scientific and technological innovation center have basically taken shape. The division of labor in the advantageous industries is more reasonable, the cooperation efficiency is greatly improved, a relatively complete regional industrial chain supply chain system is initially formed, the prototype of world-class advanced manufacturing clusters is presented, the digital economy is booming, the western financial center is initially completed, and the advantages of modern service industry are obviously enhanced.
-Reform and opening up have achieved more fruitful results. Institutional transaction costs have been significantly reduced, inter-administrative benefit-sharing and cost-sharing mechanisms have been continuously innovated and improved, administrative barriers and institutional obstacles that hinder the free flow of production factors have been basically eliminated, the business environment has reached the domestic first-class level, and a unified and open market system has been basically established. Breakthroughs have been made in the construction of major open platforms such as Chongqing and Sichuan Pilot Free Trade Zone, the level of collaborative opening-up has been significantly improved, and the strategic highland of inland opening-up has been basically completed, which has significantly improved the supporting role of building the "Belt and Road".
-the level of ecological livability has been greatly improved. The pattern of ecological security has basically taken shape, outstanding environmental problems have been effectively controlled, and the mechanism of coordinated supervision of ecological environment and compensation for regional ecological protection has been improved. The ratio of days with excellent air quality in prefecture-level cities and above has reached 88%, the water quality of cross-border rivers has reached 95%, and the ecological flow of major rivers has reached more than 90%. The urban development model has become more intensive and efficient, the level of convenient sharing of public services has been significantly improved, and the ability of refined governance has been significantly enhanced.
By 2035, a twin-city economic circle with strong strength and distinctive features will be built, Chongqing and Chengdu will enter the ranks of modern international cities, the urban system of coordinated development of large, medium and small cities will be more perfect, the interconnection of infrastructure will be basically realized, the scientific and technological innovation center with national influence will be basically completed, the advantages of world-class advanced manufacturing clusters will be fully formed, the modern industrial system will become mature, the open economic system integrated into the world will be basically completed, the people’s quality of life will be greatly improved, and the ability to support and drive the country’s high-quality development will be significantly enhanced, making it an internationally influential one.
The third chapter constructs a new pattern of the development of Shuangcheng economic circle.
Guided by giving full play to advantages, highlighting characteristics and coordinated development, we will highlight the leadership of the two cities, strengthen the interaction between the two circles, promote the coordination between the two wings, coordinate the development of large, medium and small cities and small towns, and promote the formation of a dense, intensive and efficient spatial pattern.
Section 1 Promoting the Development Level of Twin Cities
Facing the new development stage and focusing on modernization, we will optimize the functional layout of Chongqing’s main city and Chengdu, comprehensively enhance the development level and comprehensive competitiveness, and lead the development of the twin-city economic circle.
Chongqing. Guided by building a new paradigm of high-quality development and high-quality life, we will take the lead in comprehensively deepening reform and opening up, build an international, green, intelligent and humanistic modern city, build an important national advanced manufacturing center, western financial center, western international comprehensive transportation hub and international gateway hub, and enhance the international influence and regional driving force of national central cities. With the Yangtze River and Jialing River as the main axis, we will develop in groups along the three parallel valleys, build a new Liangjiang District and a western (Chongqing) science city with high standards, and reshape the international landscape of "two rivers and four banks".
Chengdu. Guided by building a park city demonstration zone that practices the new development concept, we will cultivate high-quality and livable advantages, enhance the international and domestic high-end factor operation capabilities, build a modern industrial system, an innovation system and an urban governance system that support high-quality development, build a regional economic center, a science and technology center, a world cultural city and an international gateway hub, and enhance the international competitiveness and regional radiation of national central cities. High-level construction of Tianfu New District and West (Chengdu) Science City will form a new pattern of urban development of "one mountain with two wings".
Section 2 Cultivating and Developing Modern Metropolitan Area
Grasp the law of factor flow and industrial division of labor, cultivate a modern metropolitan area around the main city of Chongqing and Chengdu, and drive the cities and counties around the central city to accelerate development.
Chongqing metropolitan area. Steps promote the integration and development of Chongqing central city and western Chongqing. Smooth access to the central city of Bishan, Jiangjin, Changshou and Nanchuan, and take the lead in realizing the same city. Strengthen Fuling’s driving function to the northeast and southeast of Chongqing, support Yongchuan to build a modern manufacturing base and a western vocational education base, support Hechuan to accelerate the development of network security industry, promote the establishment of a regional public service center, promote the integration of Qijiang and Wansheng to build a new land-sea channel in the west, a comprehensive service area between Chongqing and Guizhou and a pilot demonstration area for cooperation between Chongqing and Guizhou, and build a strategic fulcrum for the radiation of Chongqing’s central city to drive the surrounding areas. Chengdu metropolitan area. Give full play to Chengdu’s leading role and the comparative advantages of Deyang, Meishan and Ziyang, speed up the integrated layout of productive forces, promote the interconnection of infrastructure, the sharing of public service resources, the opening of government affairs and the joint construction of open doors, create a comprehensive experimental zone for the integration of Germany, the United States and Germany, and build a modern metropolitan area with developed economy, excellent ecology and happy life. Promote Chengdu and Deyang to jointly build a major equipment manufacturing base and build a port-oriented economic and industrial belt. Accelerate the integration and development of Chengdu area and Meishan area in Tianfu New District, and make it a high-tech industrial belt in Meizhou. Promote the coordinated development of Chengdu Airport New Town and Ziyang Airport Economic Zone, and make it a capital airport economic and industrial belt. Relying on the advantages of resource endowment, personnel exchanges, industrial links, etc., we will strengthen the interaction between regional central cities and the cooperation between adjacent areas, and optimize the coordinated development pattern of the twin-city economic circle in Chengdu and Chongqing.
Promote the development of Chongqing and Chengdu metropolitan areas. Relying on the north, middle and south lines of comprehensive transportation corridor, we will lay a solid foundation for the development of Chengdu-Chongqing main axis and strengthen the interaction between Chongqing metropolitan area and Chengdu metropolitan area. Support Suining and Tongnan, Ziyang and Dazu to explore the construction mode of integrated planning, cost sharing and benefit sharing. Strengthen the radiation function of metropolitan area, promote the integrated development of Chengdu Plain, build Mianyang and Leshan into regional central cities of Chengdu Plain, support Ya ‘an to build a green development demonstration city, and support Qianjiang to build a regional central city of southeast Chongqing.
Promote the integrated development of northeast Chongqing and northeast Sichuan. Support Wanzhou to build a regional central city in northeast Chongqing, Nanchong and Dazhou to build a regional central city in northeast Sichuan, and play the role of Dianjiang, Liangping, Fengdu, Zhongxian and Yunyang nodes to promote the development of the northern wing of the twin-city economic circle. Support Wanzhou, Dazhou and Kaizhou to jointly build a demonstration zone for the coordinated development of Sichuan and Chongqing, strengthen the overall planning, policies and projects, and explore the establishment of a benefit-sharing mechanism that meets the requirements of high-quality development in the fields of industrial development, public services and ecological environmental protection.
Promote the integration and development of southern Sichuan and western Chongqing. Support Yibin and Luzhou to build regional central cities in southern Sichuan, promote the urbanization of Neijiang and Zigong, and promote the leap-forward development of the southern wing of the twin-city economic circle. Support Zigong, Luzhou, Neijiang, Yibin, Jiangjin, Yongchuan, Rongchang and other pilot zones for the integrated development of southern Sichuan and western Chongqing, explore the establishment of mechanisms for major policy coordination, cooperation in key areas, and linkage of market players, coordinate the construction of demonstration zones to undertake industrial transfer and innovation, and build a new land and sea channel in the west and a logistics hub in the Yangtze River Economic Belt.
Radiation drives the global development of Sichuan and Chongqing provinces and cities. Strengthen the leading role of the Twin Cities Economic Circle in the development of characteristic industries and infrastructure construction in Chongqing and other parts of Sichuan Province, promote the equalization of basic public services, and guide the population of the surrounding underdeveloped areas such as Qinba Mountain, Wuling Mountain, wumeng mountain, Tibet-related counties and Liangshan Mountains to concentrate in the Twin Cities Economic Circle, strengthen the protection of ecological environment, consolidate and enhance the achievements of poverty alleviation, and promote the coordinated development of urban and rural areas.
Section IV Promoting the Development of Large, Medium and Small Cities and Counties by Classification
Classified guidance, scientific policy, promote the rational allocation of public resources among all levels and types of cities in the Shuangcheng Economic Circle, and optimize the urban scale structure and functional layout.
Promote slimming and fitness in the central city of megacities. Take into account the diverse needs of economy, ecology, safety and health, promote the functional upgrading of Chongqing and Chengdu central cities, rationally control the scale, optimize the development pattern, promote the transformation of urban development from extension expansion to connotation promotion, prevent the city from "spreading the pie", actively crack the "big city disease", and reasonably control the development intensity and population density. Gather innovative elements, enhance high-end service functions, and take the lead in forming an industrial structure with modern service industry as the main body and advanced manufacturing industry as the support. We will build a suburban new city with integrated production and city, balanced occupation and residence, ecological livability and convenient transportation, and realize multi-center, series and group development.
Accelerate the upgrading of industrial level and functional quality in large and medium-sized cities. Take the initiative to undertake industrial transfer and functional relief in megacities, and consolidate the foundation of real economy development.
