Emergency Management Department: Plan early, deploy early and act early to do a good job in Spring Festival travel rush’s security.

CCTV News:On January 9th, the State Council held a press conference on the situation and work arrangement of Spring Festival travel rush in 2020. Su Jie, director of the Comprehensive Coordination Department of Safety Production of the Emergency Management Department, introduced at the meeting that the Emergency Management Department regards doing a good job in Spring Festival travel rush this year as the first battle to do a good job in safety work throughout the year, planning, deploying and acting early, deploying and carrying out centralized rectification of safety production throughout the country, and putting forward specific work arrangements for doing a good job in safety prevention at the end of the year and the beginning of the year.

First, insist on supervision to ensure safety.Organize 16 working groups led by responsible comrades of relevant departments in the State Council to carry out supervision and inspection in various places, so as to promote local party committees and governments to implement Spring Festival travel rush’s safety responsibilities at all levels and eliminate potential safety hazards.

The second is to adhere to the "three batches" to ensure safety. The Joint Inspection Unit led by the Emergency Management Department has gone to various places to carry out safety inspections. Focus on the crowded places, fireworks, dangerous chemicals and other key areas that affect the safety of Spring Festival travel rush, adhere to the principle of "screening a batch, severely punishing a batch and exposing a batch", and strive to create a strong atmosphere of paying more attention to safety during the Spring Festival.

The third is to adhere to the "three synergies" to ensure safety. In conjunction with relevant departments, we will establish and improve three collaborative mechanisms of "consultation and judgment, information sharing and response and disposal", strengthen comprehensive risk monitoring and forecasting and consultation and judgment, pay close attention to changes in disastrous weather information such as freezing rain, snow, blizzard and fog, and effectively deal with unexpected events such as bad weather.

The fourth is to adhere to the "three preparations" to ensure safety.Focus on the three preparations of "preplan drill, duty on duty and emergency response". Strictly implement the system of leading cadres on-the-job shift, 24-hour duty in important positions and information reporting, and rescue at the first time when disasters and accidents occur. The national comprehensive fire rescue team and professional rescue teams such as safety production and earthquake always keep in a state of emergency, and earnestly prepare for emergencies and disasters.

China has signed 19 FTAs with 26 countries and regions.

Vehicles are transferring containers at the modern terminal of Xiamen Free Trade Zone. Data show that up to now, China has successively signed 19 free trade agreements with 26 countries and regions. Accelerating the promotion and implementation of free trade agreements has also become a practical action to stabilize foreign trade and foreign investment under the new situation. Practice shows that the signing and implementation of high-level free trade agreements can effectively promote economic and trade cooperation with relevant countries and regions and effectively reduce the uncertainty of foreign trade and investment of enterprises.

Milk powder from New Zealand, fruits from Southeast Asia, salmon from Iceland, and red wine from Georgia and Chile … … These goods are increasingly appearing in China people’s homes, and the prices are very close to the people. At the same time, China’s toys, electronic products, daily necessities, clothing, shoes and hats and other commodities have also entered some countries’ markets duty-free or low. Consumers have more choices, enterprises have a broader market and more partners. All this has benefited from the implementation of the Free Trade Agreement (FTA).

Data show that up to now, China has successively signed 19 free trade agreements with 26 countries and regions. Accelerating the promotion and implementation of free trade agreements has also become a practical action to stabilize foreign trade and foreign investment under the new situation. "At present, the regional trade liberalization represented by the free trade agreement is booming, which is becoming a ballast stone for trade and investment stability and a touchstone for new rules of economic governance." Zhang Shenfeng, vice president of the China Council for the Promotion of International Trade, said.

  Hedge foreign trade pressure

  Save enterprise cost

At present, the world economy is undergoing profound and complex changes, trade protectionism is on the rise, and anti-globalization trends are surging. Major economies have adopted free trade agreements as a new platform for regional cooperation among countries. Practice shows that the signing and implementation of high-level free trade agreements can effectively promote economic and trade cooperation with relevant countries and regions and effectively reduce the uncertainty of foreign trade and investment of enterprises.

"Enterprises can reduce or exempt tariffs when they import products that meet the rules of the FTA. When exporting products, we can also reduce the customs clearance cost of foreign importers through relevant rules, maintain good relations with importers and reach more trade cooperation. More importantly, we can also promote international operations through free trade agreements. " Chen Lilin, director of professional operation of Jiangsu Sumeida Group Co., Ltd., told the reporter that the company had deep cooperation with the local Council for the Promotion of International Trade and made full use of preferential certificates of origin under existing trade agreements.

For example, the main customers of textile products are located in the EU, but the EU import tariff is as high as 12%, using China — The ASEAN Free Trade Agreement and the EU’s GSP trade rules for Myanmar have achieved zero tariffs on export products. Through the FTA, the company invested and set up a factory in Myanmar, and exported noodle accessories from China to Myanmar, where they were processed and then exported to the European Union, thus reducing the export cost and promoting local employment and economic development in Myanmar.

A set of data proves the special value of FTA under the current severe economic and trade situation. Affected by the COVID-19 epidemic, the total import and export value of China’s goods trade in the first half of this year was 14.24 trillion yuan, down 3.2% year-on-year. From January to May, 2020, the import and export of China and its free trade partners increased against the trend, which was about 4.8 percentage points higher than the overall growth rate of foreign trade import and export in the same period, reflecting strong anti-risk ability.

"Comprehensive consideration and flexible use of preferential policies of various free trade agreements is one of the important measures for enterprises to carry out international operations and improve their international level. Legal and compliant use of relevant rules of origin can avoid certain trade risks, save enterprise costs and enhance competitiveness in the international market. " Yan Yun, director of the Commercial Certification Center of the China Council for the Promotion of International Trade, said.

  Promote the introduction of advantages

  Enjoy preferential policies

In the interview, the reporter noticed that for a long time, Chinese enterprises have not paid enough attention to the use of FTA, especially small and medium-sized enterprises pay more attention to production links and ignore the understanding and tracking of national policies. In addition, the evaluation systems and standards adopted by different FTAs are different. Based on factors such as production and processing location, raw material source, product composition ratio, etc., the rules of origin of FTAs are complicated, and sometimes obtaining certificates of origin will increase additional costs.

"FTA work is professional, and for most foreign trade enterprises, what is lacking is professionals." Liu Wen, a professor at Shandong University (Weihai) Business School, said that this made many foreign trade enterprises in China still have a superficial understanding or even a lack of understanding of FTA. In addition, from the actual situation, the signing of some free trade agreements has achieved some policy objectives, but the applicability of many implementation rules and standards needs to be enhanced.

The key to improve the utilization rate of FTA lies in that foreign trade enterprises can be familiar with and make good use of it. In this regard, in 2019, the China Council for the Promotion of International Trade established 50 local service centers for free trade agreements across the country, and carried out more than 130 activities such as free trade agreement promotion, training and forums, benefiting more than 15,000 enterprises.

"When we entered the enterprise research, we introduced them to the advantages of FTA. When the enterprise came to apply for the certificate of origin, we also took the initiative to remind them to inquire about the relevant information carefully." The staff of the China Council for the Promotion of International Trade Free Trade Agreement (Hangzhou) Service Center told reporters that in the past year, in order to strengthen the service of the service center to enterprises, on the one hand, they organized and set up special classes to answer questions for enterprises, on the other hand, they actively promoted the digital reform of FTA preferential certificate of origin "online".

"Since the FTA of China, South Korea, China, Australia, China and ASEAN came into effect, our product tariffs have been reduced to zero, reducing transaction costs and enhancing the competitiveness of our products in the international market." Wang Cuiping, the head of Beijing Yingtaijia and International Trading Co., Ltd., said that with the promotion of paperless office, the preferential certificate of origin of FTA has also realized that enterprises can print at home, which further saves time and labor costs.

It is understood that in order for more enterprises to obtain the information and services related to the FTA in time and enable more enterprises to enjoy the preferential policies of the FTA, the China Council for the Promotion of International Trade started the construction of a new batch of local service centers of the FTA this year, and the CCPIT in Qinghai, Dalian, Huizhou and Zhuhai won the award.

Keep up with the development of the situation

  Create a three-dimensional service

The promotion of FTA is an important policy measure to stabilize foreign trade, which can optimize the business environment of foreign trade enterprises, improve the level of trade facilitation, save enterprise costs and stimulate the vitality of market players. According to the statistics of the Commercial Certification Center of the China Council for the Promotion of International Trade, from January to September, the number of preferential origin visas issued by the China Council for the Promotion of International Trade based on the FTA was 643,000, amounting to US$ 23.9 billion, with a year-on-year increase of 10.5%. Enterprises can get different levels of tariff reduction and exemption by handling the preferential certificate of origin of FTA. If calculated according to the conservative 5% tariff preference, enterprises can get nearly $1.2 billion in tariff reduction and exemption.

Zhang Shenfeng said that the promotion and implementation of the FTA is an important part of the implementation of the FTA strategy by the national trade promotion system and a practical action to stabilize foreign trade under the new situation. "This work has specific and clear data indicators, and the results are tangible, quantifiable and traceable, which is one of the most pragmatic and effective trade promotion work."

"To improve the utilization rate of FTA, we can learn from the methods of Japan and South Korea to achieve ‘ Precision promotion ’ On the one hand, the government and foreign trade enterprises should actively cooperate, exchange industry trends in time, and provide FTA training and business guidance according to the characteristics of FTA in different countries, industries and sub-regions; On the other hand, the government and public institutions should also publicize the FTA to enterprises; At the same time, it is necessary to cultivate interdisciplinary talents with both foreign languages and professional skills. " Liu Wen suggested.

In order to keep up with the changes in the international trade situation and further improve the promotion and service of FTA, the government and public institutions will also hold online training according to the latest changes in the situation, timely transmit information trends, and carry out authoritative interpretation of relevant rules and policies.

On July 15th, the Ministry of Commerce, the General Administration of Customs and the China Council for the Promotion of International Trade jointly issued the Notice on Further Improving the Implementation of Bilateral and Regional Free Trade Agreements. In order to strengthen the cooperation among the three departments, fully mobilize the enthusiasm of local, industrial and enterprises to make joint efforts to promote and implement the Free Trade Agreement, arrangements were made.

"In the context of the complicated international trade situation, FTA work is becoming more and more important and its role is more prominent. In the future, we should speed up the implementation of the notification requirements, strengthen cross-departmental and cross-unit cooperation in the promotion and implementation of FTA, strengthen external coordination, and further enlarge the function of the CCPIT, so as to do a solid job ‘ Six stabilities ’ Work and full implementation ‘ Six guarantees ’ The task makes due contributions. " Zhang Shenfeng said.

Beijing: Strictly crack down on speculation in real estate speculation. It is strictly forbidden to change residence without authorization in industrial projects.

CCTV News:This morning, the Beijing Municipal Planning and Land Commission, together with the Municipal Housing and Urban-Rural Development Commission, the Municipal Development and Reform Commission, the Municipal Local Taxation Bureau and the Municipal Administration for Industry and Commerce, jointly issued the Notice on Further Strengthening the Management of Industrial Projects. It is strictly forbidden to change the planned purpose of the project for residential use without authorization, and it is not allowed to transfer and split sales without approval. It can be said that Beijing’s real estate regulation and control will once again show its sword, and resolutely crack down on speculation in real estate speculation by using industrial land.

Involving six categories of industrial projects such as scientific research and industry.

The industrial projects referred to in this Notice cover six categories: scientific research, industry, hotels, tourism, culture and entertainment. The relevant person in charge of the Beijing Municipal Planning and Land Commission said that on the basis of strengthening the management of commercial and office projects in the near future, the Beijing Municipal Planning and Land Commission and relevant departments issued the Notice in response to the recent market chaos in the real estate market, such as changing industrial and scientific research projects into residential purposes and dividing and transferring them.

The "Notice" clearly requires that industrial projects should be designed, developed, constructed and used in strict accordance with the planned purposes, and may not be transferred or divided for sale without approval. It is strictly forbidden to change the planned purpose of the project for residential use without authorization.

"Notice" clearly will resolutely crack down on the use of industrial land for real estate speculation. According to the land transfer contract and the allocation approval documents, the use of industrial projects under construction is verified. For industrial projects that are changed to residential use, the planning, land, housing and urban-rural construction departments will severely punish the project construction unit according to law until the land transfer contract is terminated, the allocation approval documents are revoked to recover the land, and its qualification to obtain land in Beijing is cancelled.

Beijing (data map)

Multi-angle prevention of unauthorized use of strict industrial projects

Strengthen sales management: first, strictly examine the qualifications of buyers. Industrial projects are used to support industrial development, and their buyers should have the conditions and ability to engage in corresponding scientific research or production and operation, and the specific industries should also meet the needs of regional development. Therefore, the Notice clearly stipulates that the administrative department of the district where the project is located or the park management department should review the buyer’s purchase conditions and issue written opinions in combination with the requirements of regional industrial policies. The second is to strengthen the management of intermediary institutions. The "Notice" clearly stipulates that if the intermediary agency violates the rules or publicizes the houses of industrial projects in any way that can be used for living, the administrative department will cancel the agency filing according to law until the business license is revoked.

Strengthen supply management: The Notice clearly stipulates the following aspects. Firstly, as for the types of industrial projects, industrial projects should conform to the functional orientation of the capital and the Catalogue of Prohibitions and Restrictions on Newly-added Industries in Beijing, and the local government should implement the job-residence balance in combination with regional planning. Secondly, in the spatial distribution of industrial projects, it is forbidden to develop high-end manufacturing production and processing links, to build and expand wholesale markets, and to build and expand regional logistics centers in the six districts of the city. Thirdly, in the way of transferring industrial projects, the industrial projects that provide land by means of agreement transfer should be controlled at different levels in urban areas, and the qualifications of the transferee should be limited. At the same time, the district government, the park management department and the competent departments of various industries should be required to review and determine the project subject from the aspects of industrial policy, industrial scale, industrial plan, industrial requirements, population control and regional functional orientation. Industrial projects that acquire land by bidding, auction and hanging require the planning and land department to stipulate the building use function, land transfer conditions, the proportion of self-occupied and self-sustaining construction area of the project unit, and the conditions for the withdrawal of the project land in the land transfer contract, and strictly supervise the later period.

Strengthen post-approval supervision: The Notice requires the planning and land departments to regularly check the building’s use function, and correct and investigate those who violate the rules and change them into residential purposes in time until the land transfer contract is terminated and the allocation approval documents are revoked to recover the land.

Strengthen the establishment of exit mechanism

The "Notice" proposed for the first time to implement the withdrawal mechanism of industrial projects, requiring the district government and park management departments to take the lead in regularly and comprehensively evaluating industrial projects in terms of industrial content, output value, taxation, employment, and ecological environment protection, and implementing the withdrawal mechanism of industrial projects for those that do not meet the requirements of this Municipality.

Strengthen the management of the construction unit: The Notice clearly stipulates that if the project construction unit violates the relevant regulations, the administrative department will incorporate the punishment information into the enterprise credit information system of this Municipality. The relevant person in charge said that scientific research land should be used for scientific research projects and industrial land should be used for industrial development. Therefore, the qualification of the construction unit should be strictly examined, and the construction unit should use the land honestly and in good faith according to the planned purpose, and industrial land should never be used for so-called scientific research real estate and industrial real estate.

According to experts’ analysis, the promulgation of the Notice is one of the combination punches of Beijing’s recent real estate regulation and control policies, and it is a targeted regulation and control policy for the recent market chaos. It is not only conducive to ensuring the sustained, stable and healthy development of various industries in this city, but also resolutely cracking down on speculation in real estate speculation. At the same time, experts also remind consumers that when buying real estate, they must carefully review the relevant supporting documents issued by the development unit and the seller to recognize the purposes stated in the sales license, construction land planning permit, construction project permit, immovable property certificate and other documents, and do not mistake industrial projects for residential purposes to avoid being cheated and suffering property losses.

And evaluation | Upgrade of semiconductor export control to China: reckless suppression of China and the United States’ move is a global disaster

On Tuesday, local time, the US Department of Commerce announced the final rules for the export control of semiconductors to China, trying to "fill" the so-called "loopholes" around the export restrictions of high-end chips and semiconductor manufacturing equipment to China on the basis of the rules announced last year.

In addition to restricting the supply of certain high-end chip products from American chip manufacturers such as AMD and NVIDIA to China enterprises, two China chip design enterprises have also been included in the "control list" by the United States. In addition, some countries that are considered as "at risk of transferring products and equipment to China" also need to obtain export authorization for high-end chips and equipment from the United States.

This action of the United States is intended to continuously prevent China from acquiring the cutting-edge technology of the semiconductor industry, and the pretext it is playing is still the "familiar formula" since the Trump era: national security plus human rights. "Our goal is always the same, that is, to limit China’s access to advanced semiconductor technologies, which are likely to promote breakthroughs in the field of artificial intelligence." US Secretary of Commerce Raimondeau said.

Supercomputing and cutting-edge chips give artificial intelligence technology a wide range of military applications. Raimondeau said that stricter export restrictions are aimed at controlling such "transformative" technologies.

Aside from other things, it is obvious that the United States is making full use of its dominant position in the field of emerging technologies to "get the upper hand" and win this decisive "Sino-US competition" in its eyes. Continued obstruction of China’s access to American technology and equipment is just one of its actions to suppress China’s technological progress, especially in the semiconductor field. All these attempts of the United States are aimed at achieving its ultimate strategic goal, which is to win the competition with China.

Biden’s administration has repeatedly stressed that it has no intention to curb China’s economic development. But from now on, the United States has long been doing everything it can. In this regard, the Chinese side pointed out that American enterprises and enterprises from other western countries will also become "direct victims" of the US move. AMD, NVIDIA and ASML must have this understanding. The American Semiconductor Industry Association also said that it is "evaluating the impact" and said: "Too broad unilateral control may damage the American semiconductor ecosystem without promoting national security."

The United States continues to generalize relevant concepts and adopt trade control measures, which will not only benefit China and the United States, but will eventually hinder technological development and progress on a global scale. As we all know, emerging technologies, including artificial intelligence, have great potential and will greatly change human life. The United States, which always accuses other countries of using technology for "evil", is actually the "culprit" who chooses to use technological advantages to do evil.

Inventory of important scientific and technological inventions in ancient China (Figure)

As early as the Renaissance, Italian Cardin thought that Chinese’s magnetic compass, printing and gunpowder were "three great inventions that the whole ancient times could not compare with". This statement has a far-reaching impact because of the emphasis of Bacon and Marx. Later, Voltaire made more detailed comments on Chinese’s inventions of papermaking, block printing, gunpowder and compass, which have included the "four great inventions" that we are familiar with. However, the theory of "four great inventions" is still difficult to comprehensively summarize the great scientific and technological achievements of our ancient ancestors.

After nearly a hundred years’ efforts, the research on the history of science and technology has achieved fruitful results, and the academic conditions for breaking through the limitations of the "four great inventions" have already been met. We should make a new inventory of important scientific and technological inventions in ancient China. Over the years, especially in today’s era of pursuing innovation, academic circles and the public have been eager to know what original scientific and technological achievements Chinese has made. Needham, Temple, Hua Jueming and other experts and scholars have made a list of China’s inventions, which has caused many discussions. Scholars have always hoped to sort out the research results of Chinese and foreign science and technology history, archaeology and other disciplines from the perspective of the whole history of human civilization, and make a prudent academic evaluation of ancient inventions.

[Guangming Daily Science and Technology World]

In fact, the scientific and technological creativity of the Chinese nation has not yet been fully understood by the public. For example, our ancestors first cultivated the most important food crop-rice; The most important legume crop-soybean; One of the most important fruit crops-citrus; One of the Three beverage crops-Tea. The spread of cultivation techniques of these crops has contributed no less to the survival and development of mankind than the "four great inventions".

In order to spread the knowledge of the history of science and technology and carry forward the spirit of innovation, the Institute of Natural Science History of Chinese Academy of Sciences set up the "Important Inventions and Creations" research group in August 2013, and launched the "China Ancient Important Scientific and Technological Inventions and Creations Selection" activity.

After continuous collective investigation, we selected 85 important scientific and technological inventions in ancient China, and divided them into three categories: scientific discoveries and creations, technological inventions and engineering achievements. Among them, the engineering achievements are distinctive, showing the extraordinary ability of the ancients to create and use advanced technologies, and reflecting the inventions of technical categories such as smelting and casting, civil engineering, water conservancy, architecture, gardening and navigation. Of course, Chinese’s inventions are more than these 85. For example, in terms of machinery and instruments alone, there are jade cutting wheels, plough mirrors, drum turning in memory, grinding cars, scale leakage, lantern running, etc., as well as equatorial armillary sphere with distinctive technical characteristics and vertical axis windmill. There are also some major inventions that have spawned new creations. For example, in the utilization of soybeans, Chinese invented tofu and soy sauce.

[Guangming Daily Science and Technology World]

The development of ancient science and technology categories is uneven, and the reference factors are more complicated. Therefore, it is not easy to select dozens or even hundreds of "important inventions". In the selection criteria, we focus on three aspects: first, highlight originality; The second is to reflect the advanced level of ancient science and technology development; Third, it has an important impact on world civilization. To evaluate the originality of an achievement, it is necessary to have reliable archaeological evidence or documentary records to prove that it is the earliest discovery in the world, or it belongs to one of the earliest and has outstanding characteristics.

Under the condition that the evidence is fully credible, we can easily and accurately classify and name Dujiangyan, Equation, Drawing Six-body, Jacquard, Papermaking, Porcelain, Waterway Instrument, Piston Bellows, Fireware, etc. However, some scientific discoveries and creations and technological inventions need to be properly summarized. For example, China was good at astronomical calculation in ancient times, and accumulated long-term systematic observation records, among which nova and supernova observation records also made important contributions for modern scientists to study supernova, radio source, pulsar, neutron star and other high-energy celestial bodies. We list "astronomical record" as an important creation to reflect the achievements of ancient astronomical observation in China.

Don’t let occupational diseases "steal" your health! Attention should be paid to these aspects.

Evening News (Reporter Liu Bo) The 8th is Journalists’ Day, which is one of the three industry festivals in China. Many office workers, including journalists, may suffer from various occupational diseases in their long-term busy work. Zhao Chunjie, an expert from the Health Management Center of Tianjin People’s Hospital, and wangxin, a public nutritionist, suggested that office workers should pay more attention to their health, develop good living habits and scientifically prevent occupational diseases.

  Gastrointestinal diseases should be prevented.

Many office workers have irregular diet and irregular work and rest, which affects people’s gastrointestinal function and causes light or heavy gastrointestinal diseases.

To prevent gastrointestinal diseases, office workers must eat breakfast, eat three meals regularly as far as possible, mix meat and vegetables, eat reasonably, avoid overeating, and pay attention to hygiene when eating out. If you are too busy to eat, you can prepare some snacks, such as buns and soda biscuits, eat a little when you are hungry, and add more water to avoid stomach pain and stomach cramps caused by not eating for a long time. When working overtime at night, you can choose milk, porridge, noodles, etc. as supper to avoid eating high-calorie foods such as fried food and increase the burden on the stomach; At the same time, drink less coffee, strong tea and other drinks that easily affect sleep. If you have discomfort symptoms such as bloating, stomachache and acid reflux, you should seek medical treatment in time.

  Cervical spondylopathy should be prevented.

Some office workers need to sit for a long time or bend their heads at their desks to work. If their posture is incorrect and they are inactive for a long time, the cervical vertebrae, lumbar vertebrae and shoulder joints will be oppressed. After a long time, they will cause injuries and gradually form cervical spondylosis, lumbar spondylosis and scapulohumeral periarthritis.

To prevent cervical and lumbar diseases, we should pay attention to maintaining a correct sitting posture at work, naturally relaxing our shoulders and keeping our waist straight. The same posture should not be kept for too long. You should stand up and exercise your neck, shoulders and waist every half an hour to an hour to relieve muscle fatigue. Don’t bow your head for a long time, try to find time to do "kite flying" or "badminton" head exercises every day to protect the cervical spine. In addition, we should also pay attention to the warmth of the cervical and lumbar vertebrae.

  Metabolic diseases should be prevented

Office workers in some industries are in a high-intensity working state for a long time, which is easy to cause autonomic nervous disorder, thus causing metabolic diseases such as hyperglycemia, hypertension, hyperlipidemia, high uric acid, obesity and fatty liver.

Because these diseases are easily overlooked, office workers should not only develop good living habits, but also have regular physical examinations. After discovering metabolic diseases, they should be treated in time, and don’t wait until complications occur. In addition, office workers should develop the good habit of regular exercise. Jogging, mountain climbing, swimming, playing ball games and other sports can enhance physical fitness and relieve stress.

  Psychological diseases should be prevented

Nowadays, the fast pace of society and heavy work pressure make office workers prone to nervous and anxious emotions, and sometimes they will have dizziness, headache, fatigue, poor sleep and other symptoms, and even develop into mental illness, which has a negative impact on work and life.

In view of psychological discomfort, office workers should learn to adjust themselves. When you encounter troubles, you can talk to your friends and relatives; Excessive pressure can be vented through some exercise; When you feel nervous and anxious, you can relax yourself by meditation and listening to music.

Before sudden death, the body sends out three signals.

In recent years, there are more and more news about young people’s sudden death:

On February 27th, 2023, the young actor Liu Feng died of a sudden myocardial infarction due to overwork, at the age of 25.

On February 23, 2022, ByteDance employee Wu suddenly died at the age of 28;

On January 2, 2021, actor SunJiaoLu died of a sudden heart attack at the age of 25;

In March, 2021, ten million online celebrity bloggers "Paopaolong" died suddenly due to long-term high-intensity work, only 29 years old;

……

01

More and more people suddenly

The cause of sudden death is inseparable from these two points.

Who defines sudden death as: patients who are healthy or seemingly healthy on weekdays suddenly die of natural diseases in a short time. In clinic, sudden death is defined as sudden death, which mainly refers to sudden cardiac arrest. There are many reasons for sudden death, and the causes are complicated, but most of them are related to cardiovascular diseases.

The data shows that there were about 10.65 million deaths due to illness in China in 2019, of which 43% (4.58 million) died due to vascular diseases, which is the biggest killer threatening Chinese people. Moreover, according to the data of China Cardiovascular Health and Disease Report 2019, there are 544,000 cases of sudden cardiac death in China every year. To put it another way, one person dies of sudden death every minute.

And the number is still rising. From 1990 to 2019, the mortality rate of cardiovascular diseases rose rapidly from 2.05/100,000 to 3.22/100,000, up 1.6 times year-on-year.

Why is cardiovascular disease so high now? Mainly related to two reasons.

1, work and life pressure.

Many young people are in a state of excessive mental stress for a long time in order to live, which will make sympathetic nerves continue to be excited. When the mood fluctuates greatly, it is likely to induce coronary stress reaction, which will lead to acute coronary events and even sudden death.

2. Bad living habits

In addition to the heavy pressure of life, many young people still have bad eating habits, including long-term eating of take-away, fried food, high-salt food, etc., and may also have bad habits of smoking and drinking, which may easily induce diseases such as "three highs" and coronary heart disease, and then increase the risk of sudden death;

Sleep is also very important for cardiovascular health. Many young people will "retaliate" to play mobile phones after work. Frequent staying up late and lack of sleep will also increase the risk of cardiovascular diseases.

Another point is the lack of exercise for a long time. Lack of exercise can easily lead to obesity, increased blood viscosity, and increased risk of venous thrombosis in lower limbs, which can easily induce sudden death.

02

Before sudden death, the body

Will send out three signals, don’t ignore them.

Research in chinese journal of critical care medicine pointed out that sudden cardiac death is the primary cause of sudden death, accounting for more than half, and middle-aged people aged 30-63 are the age group with high incidence of sudden death.

Among them, the death rate of sudden death in young people will be higher than that in old people, because there are many chronic cardiovascular diseases in the elderly, and the body has tolerance and compensation, while young people do not have such a compensation protection mechanism, so the death rate of sudden death is higher.

Yin Pengfei, chief physician of the Department of Cardiology, Beijing Millennium Hospital, reminded that there may be three abnormal manifestations in the body before sudden death.

First, for no reason, I found chest pain, oppression, physical weakness, dizziness and other symptoms;

Second, there are inexplicable symptoms of angina pectoris and dysphagia, and some patients will have chest tightness for 3 to 5 minutes;

Third, low blood pressure suddenly appears, and at the same time, there are symptoms of cold sweat and dyspnea, which mostly occur after satiety and physical activity, and can be relieved to some extent after rest.

In addition to these three typical symptoms, some patients have sore throat, toothache and left arm pain before sudden death. The duration of these symptoms varies from a few minutes to half an hour. Because these symptoms are not typical, they are easily ignored by people when they appear, and many people will carry them hard for work and other reasons, which will easily delay the best treatment opportunity.

In daily life, once you find the above-mentioned discomfort symptoms, please go to the doctor for examination without delay.

03

How to prevent sudden death? Three main points to keep in mind.

According to the 2020 National Health Insight Report, about 53% people were worried about their sudden death. Among the young post-95 s and post-00 s, many people were worried about their sudden death, even every day. In fact, the occurrence of sudden death is traceable, and these three things should be done well in daily life.

Timely medical treatment

When you find symptoms such as precordial pain, chest tightness and decreased endurance, don’t blindly think that it is caused by fatigue or lack of rest, but go to the hospital for examination in time to clarify the cause.

Active treatment

After sudden death, the patient can be treated during the golden rescue period, and hopefully the patient can be pulled back from the hand of death. Once you find that someone around you suddenly falls to the ground and loses consciousness, you must call 120 emergency number in time and perform cardiopulmonary resuscitation on the patient.

Maintain healthy living habits.

Don’t let yourself get too tired every day, keep sleeping for about 8 hours every day, and put down your work and study in time when you feel tired. Pay attention to the light diet, and eat less spicy, high-calorie, high-fat food. At the same time, it is recommended to do proper exercise every day, which can promote blood circulation throughout the body and is good for health.

Cases of sudden death are becoming more and more common. Everyone should maintain good living habits in daily life and keep themselves away from the threat of sudden death.

Some provinces started the recruitment policy of civil servants to tilt to the grassroots level.

BEIJING, Beijing, September 7 (Reporter Qi Feng) In April this year, more than 20 provinces across the country got together for the 2019 civil service recruitment examination. In the second half of the year, there are still provinces that have started this year’s civil service recruitment work. For example, Gansu and Chongqing will hold a written examination of civil servant recruitment today, while the recruitment of civil servants in Liaoning Province is being registered. Observing the recruitment policies of various places, leaning towards the grassroots level has become a common feature.

Many provinces started the recruitment of civil servants, Gansu and Chongqing today’s written test.

According to the previously released recruitment announcement, the civil servants of Gansu’s 2019 annual examination recruitment agency and the staff of the civil service law management unit will hold a written test today.

The recruitment of civil servants in Gansu was announced by the Organization Department of Gansu Provincial Party Committee in July this year, and online registration was conducted from July 16 to 26.

Chongqing is also holding the civil service recruitment examination today. In August this year, Chongqing Municipality issued two announcements on the recruitment of civil servants, including the recruitment of civil servants from outstanding village (community) cadres and the open recruitment of court system and procuratorial organs. The written examination time for these two recruitment examinations was September 7.

On the occasion of the upcoming written examination in Gansu and Chongqing, on September 5, Liaoning Provincial Civil Service Bureau issued an announcement on the recruitment of civil servants by examination, and the province will organize the implementation of the 2019 examination for provincial, city, county and township organs (including those referring to the civil service law management organs) to be employed as civil servants below the first-level director and other equivalent ranks. The registration time for this recruitment is from 9: 00 on September 6 to September 10, and the written test is scheduled for November 3.

The scale of recruitment has increased or decreased. Liaoning plans to recruit more than 7,000 people.

Judging from the scale of recruitment, in April this year, more than 20 provinces across the country held provincial examinations for the recruitment of civil servants on the same day, with a total planned recruitment of nearly 90,000 people. However, compared with last year, the scale of planned recruitment in Fujian, Shandong and other provinces has dropped significantly this year.

In the first half of the year, Guangdong was the only province that planned to recruit more than 10,000 people, while Hainan and Ningxia planned to recruit less than 1,000 people.

As far as the provinces that recruit civil servants in the second half of the year are concerned, according to the report of Gansu Daily, 1,440 positions have been confirmed in Gansu this year, and 2,068 people are planned to be recruited. This recruitment scale has decreased by 1/3 compared with 3,104 people last year.

It is worth mentioning that in Liaoning Province, which started the recruitment of civil servants in the near future, the recruitment scale of civil servants in Liaoning Province reached 7,209, and the number of planned recruits increased significantly compared with previous years.

"Among the provinces that have recently taken exams, Liaoning Province has not recruited on a large scale in recent years, and this year is the first time to recruit, so the number is relatively large." Huang Panpan, an expert in the public examination of Huatu Education, said.

The recruitment policy of civil servants in many places is inclined to the grassroots.

In recent years, no matter the national or provincial examination, the recruitment policy of civil servants has paid more attention to the orientation of leaning to the grassroots. Judging from the recruitment policies of civil servants in various places this year, many places have increased their policy inclination and supported the recruitment of grassroots civil servants by taking measures such as relaxing academic qualifications and age restrictions.

For example, in the provinces where the recruitment of civil servants has been held recently, in addition to the provincial examination for civil servants who are recruited for the society, Gansu and Chongqing have also specially issued the "Announcement on Recruiting Civil Servants in Township Organs from Excellent Village Cadres".

In Chongqing, the city plans to recruit a group of township (street) civil servants from the outstanding village (community) cadres in the city. The recruitment conditions clearly stipulate that it is necessary to play a leading role in poverty alleviation, rural revitalization, community governance and rural governance, and it has a high prestige among party member and the masses.

It is clear in Gansu’s recruitment announcement that with the approval of the provincial civil servant department, the academic qualifications of particularly outstanding village party secretaries and village committee directors can be relaxed to secondary schools and high schools, and the age can be relaxed to 40 years old. In addition, if the resident of grassroots recruitment units in hard and remote areas of the province is above 3000 meters above sea level, the academic qualifications can be relaxed to secondary schools and high schools.

What are the characteristics of the recruitment time for civil servants?

Compared with the recruitment of civil servants by the central authorities and their directly affiliated institutions, the recruitment of civil servants organized by provinces has also become a "provincial examination".

Compared with the civil service national examination with relatively fixed time, the recruitment time of civil service provincial examination organized by different places is different.

"In recent years, most provinces have concentrated provincial examinations on written examinations in April each year, and a few provinces have also taken examinations twice a year in spring and autumn." Analysis of Liu Zhenzong, an expert in the public examination of Huatu Education.

Liu Zhenzong said that in the second half of the year, Sichuan and Chongqing are generally the regular candidates for recruitment. For example, in recent years, Sichuan has twice a year. In the first half of the year, it participated in the national multi-provincial entrance examination. The recruitment time in the second half of the year is not fixed. At present, Sichuan has not released the recruitment information for the second half of this year.

"In the recruitment of civil servants in the second half of this year, according to the practice in recent years, in addition to the national examination with high attention, the recruitment of civil servants in Beijing and Shanghai in 2020 is expected to start registration and examination around November and December this year." Liu Zhenzong said.
