  In cities and towns, when too much rain exceeds the drainage capacity, water will flow on the road surface, and stagnant water will form in low-lying places, resulting in urban waterlogging, which has a great impact on transportation, industrial production, commercial activities and citizens’ daily life.

  Flooding caused by rainstorm inundates crops, making it difficult for crops to metabolize normally and causing various injuries. The deeper the flooding, the longer the flooding time, and the more serious the harm to agriculture, forestry and fisheries.

  Heavy rain causes rivers to flood, and also causes geological disasters such as flash floods, landslides and mudslides, which not only harms crops, but also destroys farmhouses, industrial and agricultural facilities and roads, and even causes human and animal casualties and serious economic losses.

  Almost all the floods in the history of our country were caused by heavy rain, such as the flood in the Yangtze River basin in July 1954, the flood in Hebei in August 1963, the flood in Henan in August 1975, the flood in Jianghuai in 1991 and the catastrophic flood in the whole Yangtze River basin in 1998, which all caused serious economic losses.
