3.2 The offeror is deemed to be fully familiar with all kinds of conditions related to the performance of the contract in the place where this procurement project is located, including natural environment, climatic conditions, labor force and public facilities, etc., which are not described in this inquiry document.
3.3 The offeror must read all the terms, documents and table formats of the inquiry document carefully. If the offeror fails to prepare and submit the quotation documents according to the requirements and specifications of the inquiry documents, it may lead to the rejection of the quotation documents, and the offeror shall be responsible for the negative consequences.
oneLanguage and measurement of quotation documents
1.1 The quotation documents submitted by the offeror and all written documents related to the quotation between the offeror and the inquiry purchasing unit shall be used. Chinese language (language). If foreign language materials are attached to the quotation documents, they must be translated into Chinese one by one and affixed with the official seal of the offeror and attached to the relevant foreign language materials, otherwise, the quotation documents of the offeror will be treated as invalid quotations.
1.2 The printed materials of the offeror, such as product samples and instructions, can be used in other languages, but the main points should be accompanied by Chinese translations. When interpreting the quotation document, the translation shall prevail.
1.3 Unless otherwise specified in the fifth part of the inquiry document, the unit of measurement shall be the international system of units.
1.4 The time stated in this inquiry document is Beijing time.
2Composition of quotation documents
The quotation document shall include the following parts:

2.2 Qualification documents of the offeror. (If the offeror fails to provide information according to the requirements of the inquiry document, or fails to make a substantive response to the inquiry document, the quotation document will be deemed invalid. )

3.1This procurement adopts the general contracting method, so the quotation of the offeror should include the price of all goods and services and related taxes, the shipping cost of transportation to the designated place, installation and debugging, training, after-sales service and other related expenses.
3.2Hainan Metrology and Testing Institute does not accept any selective quotation, and it must be the only quotation.
3.3 The quotation cannot exceed the purchase budget, and the quotation exceeding the purchase budget is invalid.
4. Quoting currency
 All quotations must be calculated in RMB.
fiveValidity of quotation
The validity period of quotation submission is calculated from the deadline for submission of documents.  60Working days , the quotation documents that exceed the validity period of quotation submission will be regarded as invalid.
sixNumber, signature and form of quotation documents
6.1A copy of the quotation document.
6.2 The original quotation documents shall be submitted, and the written materials shall be printed or written in indelible ink.

2. Quotation deadline
l The offeror shall deliver (or mail) the quotation documents to the quotation place specified in the measurement test of Hainan Province before the quotation deadline specified in the first part of the inquiry documents.
2 If Hainan Institute of Metrology and Testing delays the deadline of quotation, all rights and obligations of Hainan Institute of Metrology and Testing and the offeror subject to the deadline of quotation shall be subject to the new deadline.
threeLate submission of quotation documents
 The quotation documents submitted after the quotation deadline will be rejected by Hainan Institute of Metrology and Testing.
oneBid evaluation
Hainan Institute of Metrology and Testing is responsible for reviewing all quotation documents and determining the winning bidder.
2Compliance review of quotation documents
lThe contents of compliance review include: see the compliance review form for details;
As long as one of the contents of compliance review is not satisfied, the quotation document is invalid.
2 Judging the response of the quotation document only depends on the quotation document itself, and does not seek external evidence.
three In the preliminary examination, the principles for correcting arithmetic errors are as follows:
one) If the quotation is inconsistent with the detailed list in the quotation document, the quotation shall prevail;
2) If the amount in words of the quotation document is inconsistent with the amount in figures, the amount in words shall prevail;
three) If the total amount is inconsistent with the sum summarized according to the unit price, the calculation result of the unit price amount shall prevail;
four) If the decimal point of the unit price amount is obviously misplaced, the total price shall prevail and the unit price shall be revised.
three. Bid evaluation and calibration
Hainan Metrology and Testing Institute evaluates and compares the quotation documents that have passed the qualification examination and compliance examination respectively, and determines the winning bidder.

l The winning bidder shall sign the winning contract with the purchaser at the time and place specified in the notice.

(User Requirements)  
 
 
Important note:
(1) The clauses with "★" or "*" in this tender document are important clauses, and the bidder’s bid documents are not satisfied with or negatively deviate from these important clauses, which will lead to its bid being invalid.
(2) For the important technical terms (technical terms with ★ or *) in the bidding documents, the bidder shall provide objective evidence that the bidding goods or services meet the requirements of the important technical terms in the bidding documents (if the bidding documents really require a written commitment, the written commitment shall be provided according to the requirements of the bidding documents). (3) General technical requirements
1. The switch and key operation of the meter standard device should be flexible and reliable, and the keys and knobs should be in good contact. Parts should be fastened without looseness;
2. The counter can count continuously and display the instantaneous value of distance at any time;
3. The characters on the display screen of the meter standard device should be clear and eye-catching and easy to read. The brightness of various displays should be uniform, and under the indoor normal lighting condition, when the operator is 3 meters away, he should be able to read correctly;
4. The remote control switch should be able to control the start and stop of the motor;
5. The remote control switch should be able to control the counter to display and store the instantaneous value of the distance;
6. The control of standard devices using wireless remote control must be reliable and must not be interfered by external electromagnetic waves;
7. The roller should be made of seamless steel pipe, and the weight used for setting dynamic balance must be welded firmly;
8. The roller should be stable when starting;
9. Brake device must be installed, and the power supply should be cut off at the same time when braking;
(4) Function and configuration requirements
1. The main roller is driven by a motor through a pulley;
2. Using frequency conversion device to control the drive of motor can simulate the state of automobile driving on the road, thus ensuring the accuracy of sampling verification;

10. The remote controller must also have function buttons for speed increase, speed decrease, zero reset, emergency stop and left and right protective bars adjustment;
11. Manual operator: With the manual operator, you can input and modify the car number, meter model, K value and other related parameters, and complete the whole operation process, including printing the verification certificate and other functions;
12. The verification device must adopt a special main control box or an integrated control cabinet, which integrates the functions of measurement/acquisition/display/transmission/calculation/speed regulation, including a detection controller, a frequency converter and a high-voltage control box.
13. The verification device shall be equipped with a fully automatic sampling system, and the verification process shall be automatically sampled by special software and camera.
14. The host computer and monitor for control should be the current mainstream configuration:

When the network is disconnected, it can be used by a single machine and realize the function of networking data sharing. It is consistent with the management mode of the user, meets the format requirements of the verification certificate and original records, and meets the data transmission requirements of the management system of compulsory verification measuring instruments in Hainan Province.

Pay according to the contract
1. bidderLong-term and good after-sales service should be provided according to the characteristics of this procurement project, and detailed and specific after-sales service commitment terms and guarantees should be provided in the bidding documents, and the expenses required for after-sales service during the warranty period should be included in the bidding quotation.
★2. Goods subject to this tenderThe free warranty period is at least three years, and the software upgrade service is provided for three years. The free warranty period shall be calculated from the date of acceptance. Second, the mode of payment

Third, compensation for breach of contract
one Except for force majeure, if Party B fails to deliver the goods and provide services according to the time stipulated in the contract, Party A may deduct the liquidated damages from the contract price, and deduct the liquidated damages at the rate of 0.1% of the contract price for each working day of delay in delivery of goods (including software and related services) or failure to provide services. However, the maximum amount of liquidated damages is 5% of the contract amount. 2 If the performance of the contract is hindered by war, serious fire, flood, typhoon and earthquake and other accidents that are force majeure as agreed by both parties, the time limit for the performance of the contract shall be extended, and the extended time limit shall be equivalent to the time affected by the accident.

Part VI Bid Evaluation Method (Lowest Bid Evaluation Method)
 
(1) Evaluation rules
1.The bid evaluation method of this project adopts the lowest bid evaluation price method.
2.The bid evaluation steps of adopting the lowest bid evaluation method: conduct preliminary evaluation, and only suppliers who have passed the preliminary evaluation can compare prices. The lowest quotation is the winning supplier.
threeThe Bid Evaluation Committee shall evaluate the qualification and conformity of the quotation documents according to the "Preliminary Examination Form", and only the quotation documents that make substantial responses to the items listed in the "Preliminary Examination Form" can pass the preliminary evaluation.
