"Beijing Chang ‘an Street and its extension line city appearance and environment management regulations" have been approved by the municipal government and are hereby issued to you, please implement them carefully.

北京市长安街及其延长线市容环境管理规定
为使长安街及其延长线成为环境优美、秩序良好、管理规范的路段，达到国际化大都市第一流的管理水平，充分展示首都城市风貌，依据国家有关法律、法规，制定本规定。
一、管理范围
长安街及其延长线指公主坟至大北窑路段，包括其间的主路、辅路、便道、沿线两侧各路口以内50米范围，以及天安门地区。
二、管理内容
主要包括：环境卫生、园林绿化、道路和市政设施、交通管理设施、公共交通设施、夜景照明设施、户外广告、社会管理等。
三、行政管理机关
市市政管委是长安街及其延长线市容环境管理工作的主管机关，负责该项工作的协调、监督和本规定的组织实施。
市园林、市政设施、公安交通、环保、规划、建设、工商等有关管理部门和城管监察组织，按照各自的职责，负责长安街及其延长线的各项行政管理工作。
市政府天安门地区管理委员会和东城区、西城区、朝阳区、海淀区人民政府具体负责长安街及其延长线本辖区管理工作的组织和落实。天安门地区可按照严于其他地区的要求进行环境卫生、园林绿化、市政设施等各项日常管理工作。

Fourth, environmental sanitation management
(a) the road cleaning to implement two shifts, cleaning all day. When cleaning the main road mechanically, do not raise dust or leak soil; During the period from March 21st to October 31st every year, the main road is washed with water every night.
(two) the garbage on the road surface must be stored in a sealed manner and cleaned up on the same day, and shall not be burned or swept into the roadside rainwater outlet or green space.
(3) After snowfall in winter, low-salt snow melting should be carried out on the main road, and ice shoveling and snow sweeping should be carried out on the auxiliary roads and service roads in time; Snow shield at night, to clean up the snow and ice before 10 am the next day.
(four) the public toilets in the road section shall be cleaned all day by the property right unit or the environmental sanitation and cleaning unit in the district, in accordance with the cleaning standards of Class I public toilets.
(five) the garbage bins in the road section are cleaned by the environmental sanitation and cleaning unit in the district where they are located, and the boxes are decorated twice a year; If the box is dirty or damaged, it should be cleaned, repaired or replaced in time, so that there is no overflow of garbage bins, no scattered garbage around, clean box, no damage and shortage.
(VI) The environmental sanitation and law protection unit is responsible for timely and thoroughly removing the illegally posted advertisements, graffiti, scribbling and scribbling in municipal facilities, garden facilities, traffic management facilities, public buildings, structures, trees, light poles, bus stop signs and bus shelters.
Five, landscaping management
(a) trees, flowers, green spaces on both sides of the road, etc., shall be maintained and managed by the municipal landscaping unit in accordance with the special maintenance standards, so that the trees, flowers and plants grow well and beautifully, without pests, dead branches and rotten leaves, and without weeds and alopecia areata in the green space.
(two) the green fence, signs and other green facilities should be timely maintenance, oil decoration and update, so that there is no shortage, no damage, beautiful and clean.
(three) regularly scrub the seats on both sides of the road; If the seat is damaged, it should be repaired within 24 hours after it is found, so as to keep it clean and intact.
(four) the garbage generated by greening and maintenance operations should be cleared with the production, so that there are no nails and hanging objects on the trees, and there are no piles of materials and wastes in the green space.
(five) the urban sculpture in the road section (including those set outside the green space) shall be maintained and managed by the landscaping department or the setting unit; If the sculpture is damaged, it should be repaired within 24 hours after discovery; The sculpture is cleaned twice a year to ensure its integrity, cleanliness and beauty.
VI. Temporary management of roads and municipal facilities
(a) Chang ‘an Street and its extension lines (including main roads, auxiliary roads, pedestrian walkways, road facilities, public places, etc.) shall be maintained by the municipal engineering management unit according to the first-class standards, so that the road surface is smooth, all kinds of road facilities are in good condition, and the road drainage is smooth.
(2) If the road in the road section is damaged, it shall be repaired within 24 hours after discovery; In case of road excavation, the road surface should be restored within 24 hours after the completion of the project.
(three) the pedestrian crossing bridge and underground crossing in the road section shall be managed by special personnel, and shall be cleaned twice a day and cleaned all day; Oil the railing of the crossing bridge once a year; Keep the railings, pavements, lighting, drainage and other equipment and facilities of crossing bridges and underground passages intact; If the equipment and facilities are in short supply or damaged, they should be repaired or replaced in time. Pedestrian bridges and underpasses should be clean and tidy, standardized in management and in good condition. Traffic is safe.
(4) The rain grate of the drainage outlet in the road section and the manhole cover of various underground facilities shall be inspected every day. When it is found that it is lost, damaged or otherwise affects the traffic safety, the municipal engineering management unit shall immediately repair it, and then the responsibility of the relevant property rights unit shall be investigated. It is necessary to ensure that the manhole cover is not missing, jumping, ringing or damaged, and to ensure the traffic safety of vehicles and pedestrians.
(5) When clearing the drainage well in the road section, the cleared soil shall be loaded and removed at any time, and shall not be piled up on the road.
(six) when it is necessary to dig a road in the road section, it must be approved by the Municipal Administration Committee.
Seven, traffic management facilities management
(a) the traffic management facilities of Chang ‘an Street and its extension line (including traffic lights, traffic signs, signs, traffic barriers, isolation piers, etc.) shall be maintained and managed by the public security traffic management department. When traffic management facilities are damaged or other situations that may affect traffic safety and traffic order management occur, they should be repaired or replaced immediately.
(二)对路段内的交通护栏每年油饰一次、每两个月擦洗一次，对其他交通指示牌、标牌等每年擦洗两次。要保持各种交通管理设施的整齐完好、清晰有效、整洁美观，以确保良好的通行秩序。
八、公共交通设施管理
(一)长安街及其延长线的公共汽车(含小公共汽车)站牌、站台、候车亭等设施，由市公交总公司负责维护管理，要保持其整洁卫生；设施损坏或者破损的，要在发现后24小时内予以修复或者更换。
(二)长安街及其延长线的地铁出入口、通风亭等地铁设施，由市地铁总公司负责维护管理，要保持其清洁卫生。道路通畅和安全，并按照“门前三包”规定的要求，落实环境卫生、秩序管理等责任制度。
九、夜景照明管理
(一)长安街及其延长线的夜景照明工作，由市市政管委负责统筹、组织、协调和管理，市政府天安门地区管理委员会具体负责天安门地区有关工作的组织、协调和督促，东城区、西城区、朝阳区和海淀区人民政府具体负责本辖区夜景照明的规划、建设和管理，以及有关组织、督促工作。

The night lighting equipment on the buildings and municipal facilities in the road section shall be maintained and managed by the building property right unit or management unit.
(four) night lighting facilities must be well maintained. Clean and beautiful, safe to use, and meet the specified illumination standards and requirements; If the equipment and facilities are damaged, the relevant responsible units should repair or replace them in time.
Ten, outdoor advertising, slogans, promotional materials management
The city has taken strict control measures to set up outdoor commercial advertisements, public service advertisements and plaques on Chang ‘an Avenue and its extension line.
(a) it is forbidden to set up any form of outdoor advertising within 50 meters of the road red line from Jianguomen to Fuxingmen.
(two) the installation of outdoor commercial advertisements in Fuxingmen to Gongzhufen and Jianguomen to Dabeiyao sections shall be strictly implemented in accordance with the relevant provisions of the Municipal People’s Government.
(3) All units on both sides of Chang ‘an Avenue and its extension line are not allowed to set up advertising banners, signs, physical shapes or inflatable advertising media by using the outer wall of the building or the open space in front of the door, and are not allowed to post or hang business slogans and publicity materials inside and outside the glass window on the street side.
(4) In Chang ‘an Street and its extension line, no slogans or publicity materials shall be posted or hung on municipal facilities such as overpasses, pedestrian bridges, underpasses, and traffic management facilities such as traffic barriers and isolation facilities.
(five) Chang ‘an Avenue and its extension line on both sides of the enterprise name plaque, should be registered with the administrative department for Industry and commerce name. No plaque with the name of the unit shall be set on the top of the building, and no plaque with the name of the unit that is super wide and super large shall be set.
(six) buses operating in Xidan to Dongdan section (except those crossing Chang ‘an Avenue) shall not have body advertisements.
XI. Social management
All units along Chang ‘an Avenue and its extension line shall consciously abide by the relevant laws and regulations of the state and the relevant provisions of this Municipality, and earnestly perform the prescribed responsibilities and obligations, and shall:
(a) shall be signed with the local neighborhood offices "in front of three" responsibility, and in accordance with the provisions of the city’s "in front of three" responsibility system management measures, fully implement the responsibilities.
(II) buildings, structures or other facilities facing the street along both sides of the line shall be cleaned once every three years by the property right unit or the responsible unit of "Three Guarantees in front of the door", and the exterior of the whole building shall be repaired, removed or painted every five years; It is not allowed to pile up or hang items that affect the appearance of the city on balconies and windowsills facing the street, so as to keep buildings and other facilities clean, beautiful and intact.
(three) outdoor refrigeration equipment along the street buildings on both sides, the height of the bottom of the bracket and the ground shall not be less than 2.5 meters. Property units should ensure the safety, cleanliness and beauty of outdoor refrigeration equipment.
(four) the relevant construction or construction units must strengthen the management of the construction site in the construction section and take effective measures to prevent dust pollution. The wheels of construction vehicles shall not be driven out of the construction site with dirt. The construction site must be fenced with metal materials, and the height shall not be less than 1.8m.. The enclosure must be tight, complete and firm.
(five) the municipal planning and industrial and commercial administrative departments shall strictly control the examination and approval of construction projects and business projects in Chang ‘an Avenue and its extension line according to law, and shall not approve temporary construction projects or occupy the market.
XII. Administrative Supervision and Law Enforcement
(a) the daily administrative organs in these Provisions are responsible for handling the failure of relevant departments and units to perform maintenance and management responsibilities.
(two) the Municipal Municipal Management Committee and the Municipal Supervision Bureau shall investigate the administrative responsibility of the person in charge of the daily administrative organs for failing to perform or improperly performing their supervisory duties.
(3) The people’s governments of Dongcheng District, Xicheng District, Chaoyang District and Haidian District and the urban management supervision organizations should be equipped with special forces to strengthen the inspection and law enforcement of Chang ‘an Street and its extension line, and punish illegal acts according to law. The Municipal Management Committee is responsible for the coordination, supervision and inspection of the administrative law enforcement work of urban management and supervision organizations in various districts.
These Provisions shall come into force as of the date of promulgation, and the Municipal Administration Committee shall be responsible for the interpretation of specific issues in the implementation.
