　　Qi Xiguo, deputy director of the Public Security Administration of the Ministry of Public Security, said that the Ministry of Public Security has always attached great importance to security work and has taken a series of measures to promote the healthy development of the security service industry in recent years.

　　On the one hand, thoroughly implement the Regulations on the Administration of Security Services and standardize the cultivation of the security market. Since the implementation of the Regulations on Security Services in 2010, local public security organs have effectively strengthened the construction of security supervision forces, conscientiously carried out market cleaning and rectification, actively promoted the professionalization of security forces, and strived to improve service quality and industry development level in accordance with the regulations and the unified arrangements of the Ministry of Public Security.By the end of 2022, there were more than 16,000 national security enterprises and 6.44 million security guards.

　　On the other hand, actively promote the reform measures for the convenience of enterprises, continue to deepen the management reform of the security industry, study and put forward reform measures such as reducing the time limit for examination and approval, reducing or exempting certification materials, and optimizing work procedures to further stimulate the vitality of the security market. At present, the application materials for establishing a security service company have been reduced by nearly one third, the time limit for approval has been shortened by one third, and the security training unit has been changed from approval to filing management. On this basis, public security organs in some areas have further deepened the reform, actively explored the decentralization of the examination and approval authority for the establishment of security service companies and the legality of security guards’ certificates, and optimized the workflow of security guards’ examination and certification, and gained some useful experience.

　　Among the measures introduced this time, the Ministry of Public Security decided to promote nationwide the pilot decentralization of the establishment of security service companies and the examination and approval authority for the issuance of security guards’ certificates, implement the online processing of security guards’ examinations, clarify the standardized processing procedures for security guards’ examinations and certificates, put forward innovative management service measures in all links, and promote the further deepening of reforms in light of local conditions. The public service level of security market access and security guards’ employment will be further improved.
