The overall concept of national security is the first major strategic thought established as the guiding ideology of national security work in the history of our party. This year marks the 10th anniversary of the General Secretary of the Supreme Leader’s creative proposal of the overall national security concept. Over the past decade, the overall concept of national security has kept pace with the times and improved day by day, guiding the national security work in the new era to achieve historic achievements and changes. In the new era and new journey, to resolutely safeguard national security and social stability, we must unswervingly implement the overall national security concept, effectively transform the theoretical advantages of the overall national security concept into a powerful force to promote national security and provide a strong security guarantee for Chinese modernization.
Constantly enriching and developing scientific theoretical system

In the past ten years, under the scientific guidance of the overall national security concept, we have solved many problems that we have long wanted to solve but have not solved, and accomplished many major events that we wanted to do in the past, and national security has been comprehensively strengthened, and the road to national security with China characteristics has become wider and wider. The national security leadership system has been improved. We set up the Central National Security Committee, established a centralized, unified, efficient and authoritative national security leadership system, adhered to the centralized and unified leadership of the CPC Central Committee over national security work, unswervingly implemented the responsibility system of the Chairman of the Central National Security Committee, and promoted the historical transformation of national security work from decentralization to centralization, from slowness to efficiency, and from passivity to initiative. The Regulations on the Responsibility System for National Security of Party Committees (Party Groups) and the Regulations of the Communist Party of China (CPC) on Leading National Security Work were promulgated, which clarified the main responsibility of party committees (party groups) at all levels to safeguard national security, strengthened the party’s absolute leadership over national security work from the system, and ensured that the decision-making arrangements of the Party Central Committee on national security work were implemented.

Guided by the new national security law, national security legislation such as anti-espionage law, anti-terrorism law, domestic activities management law of overseas NGOs, cyber security law, national intelligence law, nuclear security law, anti-foreign sanctions law and data security law have been promulgated one after another, and the national security legal system system has been accelerated, providing sufficient legal basis for defending national security according to law. In view of the outstanding problems that endanger national security, such as interference in internal affairs, illegal sanctions, and "long-arm jurisdiction", the Provisions on the List of Unreliable Entities and the Measures for Blocking the Improper Extraterritorial Application of Foreign Laws and Measures were issued in a timely manner, and detailed provisions were made to provide more effective legal protection for resolutely safeguarding national sovereignty, security and development interests.
The national security people’s defense line is stronger. Strengthening the people’s awareness of national security is a solid and long-term solution to national security. We adhere to the combination of "April 15th" National Security Education Day with normalized publicity and education, and the combination of traditional media and emerging media, and promote national security education into institutions, villages, communities, schools, enterprises and units, and set up a first-class discipline of national security, so that the overall concept of national security is deeply rooted in the hearts of the people, effectively enhancing the national security awareness and literacy of the whole people, giving full play to the people’s main role in safeguarding national security, and gathering a powerful force to safeguard national security.
