On May 31st, after the Eighth Inspection Team of the Central Committee gave feedback on the special inspection, Comrade Han Changfu, Party Secretary and Minister of the Ministry, presided over several special meetings of the Party Group, earnestly studied and implemented the spirit of the important speech of the Supreme Leader General Secretary on inspection work, and studied and promoted the inspection and rectification work. The leading party group of the Ministry is fully aware that the patrol work is a strategic institutional arrangement for inner-party supervision, and it is an important measure to strengthen the party’s leadership, strengthen party building and strictly manage the party in an all-round way. The special patrol of the leading party group of the Ministry of Agriculture by the Central Committee is not only a comprehensive test for the Ministry of Agriculture to strengthen the party’s leadership, strengthen party building and strictly manage the party in an all-round way, but also a rare opportunity for us to find gaps, promote rectification and seek development. The party group of the Ministry believes that rectification is an important guarantee for maintaining the authority and influence of inspection work, and it is a key link in the application of inspection work results. We must persist in taking inspection rectification work as a major political task and do a good job, so that we can change it as soon as we know it, set up a reform, make a solid rectification, and comprehensively rectify it. We have successively carried out special rectification of office buildings and official vehicles exceeding the standard, self-examination of relevant units with administrative examination and approval functions, self-examination of part-time remuneration of social organizations, and centralized inspection of "four winds" issues, severely investigated and dealt with violations of discipline, held a warning meeting for cadres in party member, and implemented the "one post and two responsibilities" of members of the leading group of the Ministry. Organize democratic life meetings of leading bodies and life meetings of party branches at different levels, contact the problems in strengthening party leadership, strengthening party building and strictly administering the party in an all-round way pointed out by the Central Leading Group for Inspection Work and found by our self-inspection, and carry out serious criticism and self-criticism in combination with personal thoughts and work practice to further unify thoughts and raise awareness. On April 24th, the party group of the Ministry took the lead in setting an example and held a special democratic life meeting, which promoted the further strict implementation of the eight central regulations, improved the comprehensive and strict management level of the Party in our Ministry, and laid a good foundation for centralized rectification. Before the end of June, the leading bodies of various departments and units were organized to hold a special democratic life meeting, with the "Four Consciousnesses" as the benchmark, the party rules and regulations of party constitution as the ruler, contacting the teams and individuals to thoroughly investigate the problems, carefully writing comparative inspection materials, profoundly analyzing the causes of the problems, and proposing the next direction of efforts and rectification measures.More than 500 grass-roots party branches were organized to hold special life meetings, and the majority of party member cadres carried out criticism and self-criticism, effectively implementing the requirements of strictly administering the party in an all-round way to every branch and every party member, laying a solid ideological foundation for doing a good job in patrol and rectification. After the issuance of the "Work Plan for Special Inspection and Rectification" by the party group of the Ministry, all departments and units, in combination with their own reality, consciously searched and took their seats, clearly recognized their responsibilities, and refined measures, all formulated their own rectification plans. The party group of the Ministry has sorted out 36 rectification tasks in four aspects as a list of problems, and issued them to all departments and units, which is not only a list of inspection and rectification tasks of the Ministry, but also a solemn commitment to all party member in the Ministry system. Up to now, 23 of the 36 rectification tasks have been completed, 7 will be completed before the end of this year, and the remaining 6 need to be rectified for a long time. At present, phased results have also been achieved.

1. On further strengthening the "four consciousnesses". The party group of the Ministry seized the favorable opportunity to carry out the study and education of "two studies and one doing", highlighted the characteristics of regular education, insisted on the leadership taking the lead, set benchmarks at different levels to demonstrate, guided party member cadres to thoroughly study the party rules of party constitution and the series of important speeches of the Supreme Leader, held a study counseling report, earnestly strengthened the "four consciousnesses" and strengthened the "four self-confidences", and strived to achieve the "four stresses and four haves".
In-depth study of the spirit of the series of important speeches by General Secretary of the Supreme Leader. Through special study sessions and central group study sessions in a timely manner, the party group of the Ministry carefully studied the Reading Book of General Secretary of the Supreme Leader’s Series of Important Speeches (2016 Edition), the important speeches of the General Secretary of the Supreme Leader at the symposium on rural reform in Xiaogang Village, Anhui Province, and the important speeches at the celebration of the 95th anniversary of the founding of the Communist Party of China (CPC), and compiled excerpts from the work of the Supreme Leader on agriculture and rural farmers, and questions and answers on the "two studies and one work" study and education of the Ministry of Agriculture. Education guides the broad masses of party member cadres to further understand the connotation of the speech, effectively unify their thoughts and actions with the spirit of the speech, arm their minds, guide practice and promote work with the spirit of the speech, further enhance their political awareness, overall awareness, core awareness and conformity awareness, and strengthen Socialism with Chinese characteristics’s road confidence, theoretical confidence, institutional confidence and cultural confidence.
Revise the Working Rules of the Party Group of the Ministry of Agriculture. The party group of the Ministry conscientiously studied and implemented the relevant exposition of the Supreme Leader’s General Secretary on the work concerning agriculture, countryside and farmers, especially the spirit of the important speech made by the General Secretary of the Supreme Leader at the rural reform symposium in Xiaogang Village, Anhui Province, and compared with the reform and development tasks led by the Ministry since the 18th National Congress of the Communist Party of China, carefully sorted out the implementation of policies and measures, dug deep into the advanced experiences and practices of deepening reforms in various places, earnestly found out the shortcomings of work, intensified the work in a targeted manner, ensured that the central policies were implemented without discount, and the grassroots experience was widely promoted and used for reference.
Promote and improve the policy of strengthening agriculture, benefiting farmers and enriching farmers. We will improve the agricultural subsidy policy, launch the reform of "three supplements in one" nationwide, comprehensively promote the price subsidy reform of fishery refined oil, steadily promote the reform of animal epidemic prevention subsidy policy, improve the implementation method of agricultural machinery purchase subsidy, improve the directivity, accuracy and timeliness of subsidy policy, and effectively prevent the risks of leakage and rent-seeking. Improve the price formation mechanism of agricultural products, cooperate with relevant departments to issue the "Implementation Opinions on Establishing the Subsidy System for Corn Producers", organize and carry out the pilot project of the regulation catalogue system for fresh agricultural products, and cooperate with relevant departments to balance the total amount of agricultural products such as grain, cotton and sugar, thus promoting the stability of agricultural products prices and farmers’ income.
Pay close attention to the implementation of the policy of strengthening agriculture, benefiting farmers and enriching farmers. Adjust and optimize the agricultural structure, focus on improving the quality of cultivated land, explore the establishment of functional zones for grain production and production protection zones for important agricultural products, promote the pilot projects of "changing grain to feed" and "changing rice to beans", intensify the implementation of a new round of "vegetable basket" project, accelerate the development of herbivorous animal husbandry, and promote the protection of fishery resources and the reduction and increase of green farming. Promote the integration of primary, secondary and tertiary industries in rural areas, focus on implementing the subsidy policy for primary processing of agricultural products, support the development of leisure agriculture and rural tourism, implement pilot projects for the integration and development of rural industries, and promote the three-year action of "internet plus" modern agriculture. Implement agricultural support and protection policies, focus on establishing and improving the national agricultural credit guarantee system, promote the implementation of policies such as the minimum purchase price of grain and target price subsidies, implement a new round of subsidies and incentives for grassland ecological protection, strengthen the protection of germplasm resources, and promote the sustainable development of agriculture.
Deepen the reform of agriculture and rural areas. We have formulated a plan for the central government to deploy seven reform tasks led by our department. At present, four have been completed, one has been basically completed, and two have formed relatively mature documents. Accelerate major agricultural and rural reforms, steadily promote the registration and certification of land contractual management rights, expand to 22 provinces, guide the orderly circulation of rural land management rights, build a new agricultural management system, and promote the reform of rural property rights system. Strengthen the guidance of rural reform pilot work, send 108 cadres to 56 counties in 27 provinces to carry out field research, sort out and evaluate the progress of rural reform pilot, and summarize a number of typical examples and experiences. We will steadily push forward the pilot reform of rural collective assets and share rights, guide local governments to intensify reform and innovation, and sum up pilot experience in a timely manner.
3. Further promote the adjustment of agricultural structure and the construction of agricultural infrastructure, enhance the contribution rate of scientific and technological progress, and increase the supply of high-quality agricultural products. The party group of the Ministry further promoted the adjustment of agricultural structure, deepened the structural reform of agricultural supply side, strengthened the construction of agricultural infrastructure such as high-standard farmland, continuously improved the contribution rate of scientific and technological progress and the level of agricultural mechanization, ensured the supply of high-quality agricultural products, and promoted the continuous strengthening of production conditions.
Strengthen the top-level design, issue and implement documents to guide the adjustment of agricultural structure and deepen the structural reform of agricultural supply side. Taking the structural reform of the agricultural supply side as the main line and promoting the transformation and upgrading of the modern agricultural industrial system, the National Agricultural Modernization Plan (2016-2020) is being compiled. We have issued and conscientiously implemented some guiding opinions on the adjustment of corn structure, the promotion of soybean production and the development of herbivorous animal husbandry, and the restructuring of fisheries, and made efforts to raise, optimize and refine the agricultural structure and promote positive progress in structural adjustment. Organize research on ten key issues, and form a number of research results around the structural reform strategy of agricultural supply side, the construction mode of modern agricultural industrial system, and the realization way of "storing grain in the ground".
Strengthen guidance service around restructuring. Strengthen the analysis and judgment of agricultural and rural economic situation, carry out monthly situation analysis and announce the situation to the public in time to guide social expectations. Strengthen the analysis of the supply and demand situation of agricultural products, pilot release monthly balance sheets of cotton, oilseeds, sugar and other varieties, and guide farmers to actively adjust the planting and breeding structure.
Strengthen the quality supervision of agricultural products. In-depth development of national agricultural product quality and safety counties, summing up and popularizing the experience and practices of the first batch of 107 quality and safety counties (cities) to create pilot units; Promote standardized production, newly approve the release of more than 100 national standards and industry standards, and certify 12,900 "three products and one standard" products; Formulate and improve opinions on accelerating the construction of traceability system for agricultural product quality and safety.
Accelerate the innovation and popularization of agricultural science and technology. We will comprehensively launch actions to enhance the competitiveness of agricultural science and technology, implement subsidy projects for the construction of agricultural technology extension system, do a good job in conducting major agricultural technology extension pilots in scientific research institutes in 10 provinces, improve the agricultural technology extension system, and improve the efficiency of agricultural technology extension services. Efforts will be made to improve the incentive mechanism for the transformation of agricultural scientific and technological achievements, and accelerate the construction of the national agricultural scientific and technological innovation alliance and the national agricultural scientific and technological achievements transfer service center. We will promote the pilot reform of the income of scientific research achievements in seed industry, accelerate the development of modern seed industry, and earnestly strengthen the research and development, management and popularization of genetically modified breeding. Strengthen the cultivation of new professional farmers, train more than 1 million people every year, and start the implementation of the rotation training plan for leaders of new business entities.
Strengthen infrastructure investment and accelerate the construction of high-standard farmland. I actively coordinate and strive for special construction funds to support modern agriculture and put forward policy suggestions. We formulated the Guiding Opinions on Establishing Grain Functional Zones and Important Agricultural Products Production Protection Zones, and successively organized and issued the "Thirteenth Five-Year Plan" for agricultural and rural economic development, and comprehensively planned the transformation and structural adjustment of the "Thirteenth Five-Year Plan". Key projects identified in the "Thirteenth Five-Year Plan" for agricultural modernization are being launched to accelerate the construction of high-standard farmland and agricultural public service capacity; Actively build a monitoring and protection center for cultivated land quality of the Ministry of Agriculture, further promote the whole mechanization of grain production, and promote agricultural cost saving and efficiency improvement.
4. On the industrial cultivation of precision poverty alleviation. In accordance with the central government’s plan to tackle poverty, the party group focused on strengthening industrial poverty alleviation and precision poverty alleviation.
Strengthen the implementation and creation of policies. Take the lead in holding a national video conference on industrial poverty alleviation, and promote all localities to implement the Guiding Opinions on Developing Characteristic Industries in Poverty-stricken Areas to Promote Accurate Poverty Alleviation issued by the Ministry of Agriculture and other nine ministries and commissions. Actively communicate with China Development Bank and other financial institutions to promote financial support for industrial poverty alleviation in poverty-stricken areas. Promote relevant provinces (autonomous regions and municipalities) to hold special conferences on industrial poverty alleviation, issue implementation plans, and introduce policies and measures. Issued the Notice of the General Office of the Ministry of Agriculture on Supporting Poverty-stricken Counties to Carry out the Pilot Work of Overall Planning and Integrating the Use of Financial Agriculture-related Funds. Organize and carry out the poverty alleviation survey of "100 rural households" industry, form a survey report on accurate poverty alleviation in agricultural industry, and put forward policy suggestions to promote industrial poverty alleviation. Organize experts to carry out research on precise poverty alleviation policies for innovative industries, and refine and form a number of precise poverty alleviation models for industries.
Vigorously promote regional development and tackle poverty. On July 4th, our department took the lead in convening an inter-ministerial contact meeting on regional development and tackling poverty in the southern foothills of Daxing ‘anling, exchanging the work of tackling poverty in the southern foothills of Daxing ‘anling, studying and deploying the coordination and promotion mechanism and specific assistance measures for the next step, and printing and distributing the Notice on Further Improving the Coordination and Promotion Mechanism of Combating Poverty in the southern foothills of Daxing ‘anling, the Notice on Implementing Joint Action to Combat Poverty in the southern foothills of Daxing ‘anling, and the List of Doing Practical Things for the southern foothills of Daxing ‘anling, and integrating various forces to increase poverty alleviation in the area. On July 10th, a national symposium on agricultural aid to Tibet was held to thoroughly implement the spirit of the Sixth Central Symposium on Tibet Work and fully deploy the tasks of agricultural aid to Tibet in the 13th Five-Year Plan. Organize national leading enterprises in agricultural industrialization, subordinate institutions, agricultural departments of provinces and cities that aid Tibet to sign cooperation agreements with Tibet. In 2016, the national agricultural system "experts’ trip to Tibet" was launched, and 33 experts were selected to go deep into Tibet to carry out agricultural technical guidance services.
Guide the preparation of poverty alleviation plans for provinces and counties. Supervise and guide all localities to complete the accurate poverty alleviation plan for provincial and county industries, establish a ten-day report system, regularly schedule the progress of planning in all localities, and promote the planning accuracy from village to household. At present, the planning of all localities is progressing smoothly, and efforts are made to basically complete the task before the end of July.
Improve service support measures. Using the modern agricultural industrial technology system and other scientific research platforms, we will coordinate the national agricultural science and technology advantages, and carry out research and development, integration, demonstration and promotion of common and key technologies for designated poverty alleviation areas such as Wuling Mountain Area. This year’s 117 demonstration training courses for rural practical talent leaders and university student village officials are all aimed at poor areas, and it is estimated that more than 17,000 people will be trained throughout the year. At the 14th China International Agricultural Products Fair to be held in November, a poverty alleviation exhibition area will be set up for the first time to expand the market influence of brand agricultural products in poverty-stricken areas.
5. On the implementation of the policy of strengthening agriculture and benefiting farmers. We will carry out special rectification of the use of funds for strengthening agriculture and benefiting farmers, improve and perfect the management mechanism for the use of funds for strengthening agriculture and benefiting farmers, study and formulate the Work Plan for Special Remediation of Outstanding Problems in the Use of Funds for Strengthening Agriculture and Benefiting Farmers in the National Agricultural System, and hold a video conference for deployment. At present, our department is guiding and urging local agricultural departments to carry out special rectification to ensure that it is completed in the first half of 2017. Through special rectification, our department will further improve the policy design and fund supervision mechanism in conjunction with relevant departments, improve the supervision system for weak links and risk points, and clarify the division of supervision responsibilities and discipline requirements of agricultural administrative departments at all levels.
6. Research on agricultural production environment and control of agricultural non-point source pollution. The party group of the Ministry thoroughly studied the agricultural production environment and accelerated the control of agricultural non-point source pollution.
Compile the Plan for Cultivating and Developing Agricultural Non-point Source Pollution Control and Rural Sewage and Garbage Treatment Market. Explore the third-party governance model of agricultural non-point source pollution, establish and improve the market system of agricultural and rural environmental governance, and accelerate the cultivation and development of agricultural and rural environmental governance market players.
Start the pilot project of comprehensive utilization of straw, comprehensive management of agricultural non-point source and pollution control of livestock and poultry aquaculture in Dongting Lake area. Our Ministry, together with the Ministry of Finance, issued the Notice on Carrying out the Pilot Project of Comprehensive Utilization of Crop Straw to Improve the Quality of Cultivated Land, and carried out the pilot project of comprehensive utilization of straw in 10 provinces and regions such as Hebei to explore the technical route, mode and mechanism of sustainable and replicable comprehensive utilization of straw. Our Ministry, together with the National Development and Reform Commission, organized and compiled a work plan for the comprehensive control of agricultural non-point source pollution in typical river basins in 2016, and carried out comprehensive pilot projects for agricultural non-point source pollution in 18 counties (districts) in 9 provinces. Issued the Pilot Work Plan for Pollution Control of Livestock and Poultry Aquaculture in Dongting Lake Area, carried out pilot demonstrations in four counties and cities, promoted the modes and technologies of healthy aquaculture and ecological aquaculture, and gradually established and improved the long-term mechanism of healthy aquaculture.
Accelerate the demonstration construction of agricultural cleaner production, and do a good job in reducing the use of chemical fertilizers and pesticides and controlling cultivated land pollution. Supervise and urge 16 agricultural cleaner production demonstration projects to do a good job in inspection and acceptance. Continue to do a good job in soil testing and formula fertilization in 2016, and select 200 key counties to establish demonstration zones for fertilizer reduction and efficiency improvement. We will establish 600 demonstration zones in the whole country, which are the integration of specialized unified prevention and control of crop diseases and insect pests and green prevention and control, and 100 experimental demonstration zones of new pesticides, new additives and new medical instruments. Continue to arrange funds to carry out comprehensive management of cultivated land polluted by heavy metals in Hunan Province. In June, the Measures for the Investigation, Monitoring and Evaluation of Cultivated Land Quality was promulgated, and the nine departments jointly issued the Pilot Program for Exploring the Implementation of Farmland Rotation and fallow system, which was piloted in relevant provinces.
7. On the top-level design of strengthening the leadership work of the party group in the directly affiliated units. The leading party group of the Ministry conducted timely investigation and study, accurately grasped the party building work of directly affiliated units and subordinate research institutes, studied and introduced the system, and further strengthened the party’s leadership.

Strictly control the expenditure of going abroad, and clarify the relevant matters needing attention in the task and budget approval in the Notice of the Control Plan for Going Abroad on Business in 2016, so as to ensure zero growth in the number of limited overseas delegations and people, and the use of overseas expenses does not exceed the budget.

In June 2014, after the issuance of the Notice of the Organization Department of the CPC Central Committee on Standardizing the Part-time Work of Retired (Retired) Leading Cadres in Social Organizations, six retired cadres continued to work part-time. During the part-time job performance, whether to get paid and reimburse the related work expenses, etc., retired (divorced) leading cadres should report to the party organization of their unit in writing at the end of each year; Those who receive remuneration in violation of regulations again shall be dealt with strictly according to the relevant regulations of the central government and the state.
Further standardize the remuneration expenses such as expert consultation fees. The General Office of the Ministry of Agriculture has studied and formulated "Several Provisions on Further Standardizing the Administration of Payment and Collection of Expert Consultation Fees and Other Remuneration Fees", defined the scope and standards of payment of expert consultation fees, lecture fees and labor fees by all units in the Ministry system, stipulated the financial norms of payment of such remuneration fees by all units and the behavioral norms of receiving such remuneration fees by staff in the Ministry system, and put forward the requirements for handling violations.
